The jury at the four-day inquest into the death of a 16-year-old girl who plunged to her death from the carriage of a rollercoaster ride at a local theme park, unanimously returned a narrative conclusion last Friday, after the coroner ruled an unlawful killing verdict would not be considered.
Pembrokeshire coroner Michael Howells told the jury to return either an accidental death verdict or narrative verdict, which outlines the circumstances of the death.
Hayley Liane Williams, of Pontypool, had been visiting Oakwood near Narberth, with family and friends back in April 2004, when she fell 120 feet from the boat of the Hydro ride.
Mr. Howells said that there had been no evidence of gross negligence by anyone involved.
Summing up to the jury, Mr. Howells said it was clear that the lap-bar restraint on the ride, designed to stop people from falling out, was not in position when it started with Hayley on board.
He added that Oakwood could not be criticised for the type of restraints used as they were industry standard. The restraints have since been changed.
Mr. Howells told Hayley's family that he hoped the thorough airing of all the facts would allow them to draw a line under the tragedy.
The jury's verdict stated: 'Hayley was ejected from the Hydro ride because she was not properly restrained and died as a result of her injuries'. After the inquest, her parents expressed their disappointment that an unlawful killing verdict was not considered.
Oakwood's management have assured visitors that the theme park is a safe place to visit.
Following the verdict, the Health and Safety Executive issued a statement saying that their investigation into Hayley's death would continue. "It is a very thorough and detailed investigation and HSE will not speculate on how long it will take to complete. However, we are in regular contact with Hayley's family and we will keep them informed of progress.
"HSE investigations are conducted under the auspices of criminal law, and any decision on whether to proceed with a prosecution will be considered when the investigation has been completed," concluded the statement.
Dyfed Powys Police also issued a statement offering their condolences to the Williams family on the tragic loss of their daughter.
