An appeal against Pembrokeshire County Council's refusal to grant consent for the replacement of sash windows at a Grade II listed building in Narberth has been dismissed.

The appeal was made by the Tyler-Parkes Partnership with regard to 'Derutzen' in Market Street under the Planning (Listed Buildings and Conservation Areas) Act 1990. The building is within the Narberth Conservation Area.

The proposal was to replace all the existing single-glazed sash windows in the front elevation. The proposed replacements would be constructed with softwood frames and sashes, and would incorporate double glazing. Glazing bars would be adhered to the outer and inner faces of the glass, with a spacer in the cavity.

The appeal was dismissed by A. D. Poulter, a planning Inspector appointed by the Welsh Government. In the report, A.D. Poulter concluded that the 'the proposed works would not preserve the listed building, and would be harmful to features of special architectural or historic interest which it possesses. Furthermore, they would harm, rather than preserve or enhance the character or appearance of the Conservation Area'.
