Among matters considered and discussed at last month’s meeting of Manorbier Community Council were the following:

Matters Arising from the minutes

Clr. Clark reported that the millstream at Manorbier beach was still clogged up. County Clr. Kidney agreed to chase this up. C

The clerk reported the following:

Mid and West Wales Fire and Rescue Service (MAWWFIRE) had now responded about the locations of fire hydrants in Meadow Road, Jameston. MAWWFIRE had confirmed that there was one hydrant located for Meadow Road, but crews could also use hydrants in Hawthorn Lane and Gainer Way. MAWWFIRE were currently undertaking inspections in Pembrokeshire and would cover the Tenby area after inspections in Pembroke and Milford Haven. MAWWFIRE was unable to supply information from plans for security reasons.

Neyland Town Council had provided information on the Vehicle Actuated Speed Signs located in Neyland. Their signs were purchased from Morelock and were connected to a street column. They also provided data that could be downloaded to see its effectiveness. Members agreed to discuss further at the December meeting.

PCC had confirmed that new signs in the centre of Manorbier would now be ordered.

PCC had also confirmed that it had recently appointed two officers to help implement the Pembrokeshire Full Fibre Broadband Strategy. County Clr. Kidney met with PCC and received an update on progress. Residents were encouraged to sign up to www.pembrokeshire.gov.uk/broadband-survey

PCC’s Environmental Health Team had visited Meadow Road, Jameston, to check on possible rat infestation. County Clr. Kidney reported that the team was not overly concerned. There had also been some reports about rats in St. James’s Place. Clr. Hall said that he had seen some rats in Cob Lane. The position would be monitored.

Correspondence

Clr. Hughes and the clerk summarised some of the key items of correspondence, including:

• Email from Helen Brickell about flooding issues in Manorbier Newton and in Lamphey.

• Email from Karen Bolton, PCNPA, about a planning contravention notice being prepared for the travellers on the Ridgeway.

• Email from Clr. Marcia Kidney about MCC’s Christmas meal.

• Email from Power for People about its campaign for more local, clean energy generation and a request for a motion to be passed by MCC in support of the Local Electricity Bill. Members agreed to discuss at the December meeting.

• Email from Karen Bolton, PCNPA, about the new stables behind Red House Farm, Manorbier. Clr. Hughes updated councillors on the matter and confirmed that the PCNPA enforcement officer had asked the owners to stop building.

• Letter from Welsh Water about repairs to the outfall pipe in Manorbier. These repairs were due to commence on November 4 and would last about five weeks.

• Letter from Sandy Bear Children’s Bereavement Charity thanking MCC for its recent donation.

• Email from Robin Road Ltd about a new mobile app platform for councils.

• Email from PCC about removal of BT kiosks. Councillors noted that there were two kiosks in MCC’s area due for removal (Hounsell Avenue, Manorbier and St. James’s Place, Jameston). After discussion, council agreed to object to their removal due to poor mobile phone coverage; were alongside main roads (access to 999) and vulnerable adults did use these kiosks. The clerk was asked to respond accordingly.

PLANNING

APPLICATIONS

Replacement of authorised residential caravans with linked manager’s dwelling associated with the adjacent holiday let units at Manor Farm, Lydstep. Council noted that this was a ‘re-submission’ of an earlier approved planning application. Clr. Hughes summarised the history and MCC’s previous comments. Council continued to express its concern over safety issues in respect of access on to the highway at this location. Clr. Clark proposed that the application be recommended for refusal. All agreed.

Extension and alterations to existing dwelling, including the provision of a garage, replacing a previous building at Manor Farm, Lydstep. Council re-iterated its concerns over highway safety issues at this location. Clr. Hall proposed that this application be recommended for refusal. All agreed.

Change of use of land from 85 tents and tourers to 85 static caravans with associated landscaping and distributor roads. Outline planning permission for 14 affordable housing units and two market housing units. New sewage pumping station at Buttyland Caravan and Camping Park, Manorbier. Members noted that similar applications had been previously submitted for this proposal and re-iterated its comments submitted at that time, as little had changed. Clr. Clark proposed that this application be recommended for refusal.Vote taken - six in favour.

County

Councillor’s Report

County Clr. Phillip Kidney provided the following report:

• The rogue trader issue mentioned at last month’s meeting had seen progress. The local Police and Trading Standards had managed to apprehend two rogue traders and further news was awaited. Clr. Hughes suggested that a letter of thanks be sent to Tenby Police to thank them for their response. Clr. John highlighted a door sticker produced by North Somerset Council which informed residents what to do if callers did not go away when asked. County Clr. Kidney said he would show this sticker to PCC’s Trading Standards.

• Flooding at Beavers Hill; PCC would attempt to put Road Closed signs in the best strategic places.

• The recent waste recycling event held at Jameston Village Hall had been well received and some worries had been allayed. Clr. Hughes highlighted an item covered on BBC Breakfast that day which criticised the new waste and recycling collections in Pembrokeshire. Members highlighted some of the issues raised at the local event, including fly-tipping at Beavers Hill.

Action Tracking

Car Parking at Manorbier Station - PCC confirmed it was now looking for suitable funding sources to aid the construction of a car park at the station. Approaches to Welsh Government for funding had been unsuccessful.

Beavers Hill Crossing, safety improvements - no update.

Improvements to footpath in Manorbier (Vicarage Fields to Post Office) - following the sad passing of Alan Hunt, no update at present.

Installation of footpath, Windy Ridge to Hounsell Avenue, Manorbier - no update.

Jameston Play Area - equipment inspections and vegetation update. The clerk confirmed that Clr. Williams and he had met with HAGS at the play area recently. The zip wire and other equipment had been inspected and a quote for repair work was due to be sent to MCC. Some minor repairs would be needed and these had been noted by Clr. Williams.

Emergency Items

Clr. Miall asked if there was a Flood Management Plan for Pembrokeshire. County Clr. Kidney confirmed there was a plan and would make fenquiries.

Clr. Hall wished to thank MCC on behalf of the Bonfire Team for its support for the event, held on the South Sports field, Manorbier.

Clr. Hislop confirmed that there would be two senior citizen Christmas lunches this year in The Reading Room, Manorbier, on December 12 and 19.
