Among matters considered and discussed at last month’s meeting of Manorbier Community Council were the following:

Matters Arising from the minutes

PCC had realigned the speed sign outside Manorbier Baptist Church.

MAWWFIRE had yet to respond about the locations of fire hydrants in Jameston.

Lydstep Beach Holiday Village had yet to respond about their behaviour policy for jet skiers.

Morgan and Morgan’s proposition for a photocopier maintenance contract was based on the purchase of a new machine and not the existing copier. Members agreed no further action.

MCC had replied to PCC requesting that six disabled bays be retained on the U6338 near to The Dak.

PCC had acknowledged MCC’s and local residents’ positive comments about recent maintenance work in Manorbier Newton.

Correspondence.

• An email was received from Helen Brickell about concerns on arrangements for rubbish collections in Manorbier Newton (Summerhill Lane). County Clr. Kidney had spoken with Mike Harris, PCC, who had agreed to investigate.

• An invitation was received from Citizens Advice Bureau to attend their 80th birthday party on November 22.

Remove two horse chestnut trees, grind out stumps and replant at Chestnut Cottage, Morfa Terrace, Manorbier. Clr. Long proposed that this application be recommended for approval. All in favour.

County

Councillor’s Report

County Clr. Phillip Kidney provided the following report:

• Mike Harris, PCC, is currently looking in to the concerns expressed about refuse collections in Summerhill Lane, Manorbier Newton.

• PCC car park pay and display ticket machines will only accept card payments from April 1, 2020.

• Darren Thomas, PCC, had agreed to contact Transport for Wales about the car parking requirements at Manorbier Station.

• The access officer at PCC had been on sick leave and so his visit to see the footpath between Vicarage Fields and the Post Office in Manorbier had been postponed.

• PCC had agreed that road signage was poor at the one-way system in Manorbier. PCC had agreed to provide new signs and new positioning of signs at this location. The system would not be changed.

• Much interest had been expressed about the proposed new shooting range in Manorbier. PCC’s highways team and public protection team had asked for additional information.

• A local vulnerable resident had been targeted a number of times recently by an unscrupulous trader offering gardening services. Trading Standards and Tenby’s PCSO had been contacted and visited the resident. Councillors were monitoring the home of this resident but encouraged all residents to beware of such traders and report their concerns and take note of vehicle registration number plates if possible, particularly where (white) vans without company signs were displayed.

Action Tracking

Speed monitoring checks/installation of a vehicle actuated speed (VAS) sign in MCC’s area - speed checks had been completed by PCC. Clr. Marcia Kidney mentioned some good speed signs in Neyland. The clerk was asked to seek information on their signs from Neyland Town Council.

Jameston Play Area - equipment inspections and vegetation update. The clerk confirmed that HAGS would be visiting the play area in order to inspect the zip wire and provide a quote for its repair or replacement.

OTHER?MATTERS

To consider preparation and publication of a Maintenance and Enhancement Biodiversity Plan for MCC’s area. The clerk outlined MCC’s duty under the Environment Wales Act 2016 Section 6 to prepare a plan for maintaining and enhancing biodiversity in its area. The clerk said that the Welsh Government, through One Voice Wales, would be issuing guidance shortly on preparation of a plan. Members agreed to discuss at the matter at their November meeting.

To consider action in respect of rat infestation in an area of Manorbier Newton. Members noted that this item should read Jameston and not Manorbier Newton. Councillors noted that the infestation was in Meadow Road, Jameston. Some livestock was being kept in the garden of one household which could be exacerbating the problem. Bird feeders could also encourage rats. Clr. Hughes outlined the costs of engaging with PCC’s Pest Control Service. County Clr. Kidney agreed to speak with PCC’s Environmental Health/Pest Control Team to get some advice.

Emergency Items

Clr. Hall confirmed that the annual bonfire event would take place again this year although locations were to be confirmed. Owners of the north sportsfield in Manorbier had agreed to allow stalls into the field but not a bonfire. The bonfire would be scaled down this year. Clr. Hall reported that organisers had requested that MCC meet the costs of the insurance for the event. Members agreed in principle, but awaited a quote(s).

Clr. Hughes agreed to order and arrange for delivery of Christmas trees by November 30, including for Manorbier Newton. Clr. Hughes also agreed to speak with Grandiflora following their late offer last year. Members were content that Clr. Hughes takes this matter forward.

Members discussed arrangements for MCC’s Christmas meal 2019. After discussion, Clr. Marcia Kidney agreed to source menus from Lamphey Hall and bring these forward to the November meeting. Clr. Hall suggested he book Manorbier’s Community Minibus for the event. Members agreed.

Clr. Clark reported that the stream on Manorbier beach was now clogged up with vegetation. County Clr. Kidney agreed to speak with PCNPA.
