Among matters considered and discussed at last month’s meeting of Manorbier Community Council were the following:

Matters Arising from the minutes

Angela Burns AC/AM had copied to MCC a letter received from Hannah Blythyn AC/AM, Deputy Minister for Housing and Local Government, about Welsh Government plans to tackle littering throughout Wales and confirming that MCC’s suggestion for improved anti-littering messaging on fast food packaging had been passed to her officials for consideration as part of the Welsh Government’s new programme of work on this matter. Clr. Hall suggested that anti-littering messages needed to be given to children at an early age. Clr. Long thought packaging waste was on the increase.

Pembrokeshire County Council (PCC) had now installed ‘give way’ and line markings at both ends of Kiln House Lane, Jameston.

Network Rail had now completed the cutting back of vegetation at the level crossings in Manorbier Newton and Beavers Hill. Local residents were pleased with the work. NR hoped to get an additional cut for these crossings programmed in to their maintenance schedule.

PCC’s Streetcare team had inspected the leaning tree near Coopers Lake and found that no part currently encroached on the road at present. PCC would continue to review the situation.

A temporary cover had been placed by PCC over the damaged manhole cover near Skrinkle.

PCC had now installed a mirror in Church Lane, Manorbier, to aid drivers exiting right.

PCNPA had inspected the public footpath near to Park Farm, Manorbier, and considered that the path did not need immediate attention. PCNPA had, however, agreed to monitor the area over the next few months to allow for the new surface to bed-in. Any improvement would be carried out in the Autumn.

Correspondence

An email was received from Clr. George Hislop passing on the thanks of St. James’s Church for the prompt installation of the mirror at the Church Lane/Beach Road junction.

An email was also received from Clr. George Hislop about the road lay-out by Manorbier Castle and a request to change to a one-way system. Members thought existing signage was adequate and that the road layout worked reasonably well. Any changes would require a lot of work.

Clr. Hislop had also asked about ownership of the pavilion on North sportsfield, Manorbier. Clr. Hall confirmed that the pavilion and changing rooms were built by Manorbier United Football Club during the 1970s.

An email was received from PCC about its review of Polling Districts and Polling Places. The polling station covering MCC’s area was currently Emmanuel Gospel Church, Manorbier. Members felt that the current polling station did have some concerns such as heating and lighting and felt that Jameston Village Hall would be a far better venue as it offered car parking, good exterior lighting and was easily accessible. The clerk was asked to reply accordingly.

County

Councillor’s Report

County Clr. Phillip Kidney provided the following helpful update:

Alan Hunt, PCC’s access afficer, would be visiting the footpath in Manorbier (Vicarage Fields to Post Office) the following week.

Positive feedback had been received on the new arrangements at the Civic Amenity and Recycling Centres, with more recycling being undertaken.

PCC’s Enhancing Pembrokeshire Grant panel would be circulating a list of those applications being considered to all community councils.

Local residents had been concerned that the First Cymru bus service through Manorbier (349) had stopped dropping passengers off opposite the bus stop (in Skrinkle) on the way out of Manorbier and that drivers had said passengers needed to alight at Vicarage Fields or Lydstep. PCC did not subsidise this route. PCC and County Clr. Kidney had emailed First Cymru to try and find a resolution.

Speed tubes had been collected from Jameston and feedback was awaited.

The damaged manhole cover in Skrinkle had been covered, but he would chase PCC to seek urgent repair as it was considered to be dangerous.

Clr. Clark thanked PCC for emptying the bottle bin in Manorbier on a more regular basis.

Action Tracking

Jameston Play Area - equipment inspections and vegetation update: The clerk said that Wicksteed were unable to repair the zipwire, but he had received no reply from Tawny Wood. HAGS had been chased for a quote for the repair or replacement of the zipwire.

CASUAL VACANCY

To consider and approve co-options to MCC following the recent casual vacancies process. Clr. Hughes reported that one application had been received. This was from Lorraine John, of Jameston. After consideration, Clr. Hall proposed that Lorraine John be accepted as a co-option. This was econded by Clr Marcia Kidney, with all in favour.

Emergency Items

Clr. Hall reported that Manorbier and District Community Events would be holding various events throughout MCC’s area during the May Day Bank Holiday and weekend in 2020 to commemorate the anniversary of VE Day.
