A Public Participation session took place at the start of the meeting. Planning and highway issues were raised.

In addition, the Reverend Robb Wainwright, Vicar for Narberth and Tenby Local Ministry Area, introduced himself and was welcomed to MCC’s area by those present.

Matters Arising from the Full Council Meeting held on February 4.

Clerk reported that County Cllr Kidney was liaising with Cllr Neil Prior (PCC), the residents and with BT concerning problems with broadband connection at Cow Park Farm, Manorbier Newton.

To receive and consider any correspondence. Cllr Hughes and the Clerk summarised some of the key items of correspondence, including: Letter (via email) from Val Bradley which provided her critique of planning application NP/18/0610/FUL (proposed development opposite Bush Terrace, Jameston). The letter was read out in full by Cllr Hughes.

Donation requests from Cruse Bereavement Care and Save Our Skrinkle Park. Members agreed to consider both requests at the April 2019 meeting of MCC.

Press Release from Activity Wales about Road Closures during Long Course Weekend 5-7 July 2019. Members expressed concern over the lack of consultation on the road closures. Cllr Marcia Kidney proposed that the Clerk be asked to contact Activity Wales, to ask them to attend a MCC meeting to brief on the road closures during the event. Seconded by Cllr Clark. Vote taken – all in favour.

Wales Audit Office presentation on the 2017/18 audit process. Clerk summarised the main points arising, including issues that would be focussed upon during the 2018/19 audit.

Independent Remuneration Panel for Wales Annual Report 2019. Clerk said that MCC would need to consider and approve relevant Determinations set out in the report at its April 2019 meeting.

Planning applications

NP/18/0610/FUL – Residential development of 38 houses (27 open market houses and 11 affordable) at land opposite Bush Terrace, Jameston (Amended plans - drainage and addition of chimneys to the house type).

Members noted that this application related to amended plans only in respect of drainage and addition of chimneys to the house type. Cllr Long proposed that this application be recommended for approval. Seconded by Cllr Clark. Vote taken – 6 in favour. 

Members also noted that Cllr Hughes had suggested during public participation that MCC write to PCNPA’s Development Management Committee, ahead of its meeting on 6 March 2019, about its concerns over the lack of plans to install a footpath between the proposed new development and the Baptist Church at Manorbier Station. Cllr Hughes had read out a suggested draft of a letter that could be sent to the Development Management Committee.

This draft letter reflected similar concerns expressed by a number of local residents. Members thought that, in the interests of safety particularly that of children walking to school, that a footpath should be provided. Cllr Miall proposed that the draft letter prepared by Cllr Hughes be approved and sent to the Development Management Committee. Seconded by Cllr Williams. Vote taken – 6 in favour.

NP/19/0043/FUL – Plot development to a two storey detached dwelling and detached garage at Plot 6, Green Grove, Jameston SA70 8QJ. Cllr Miall noted that the type of boarding had not been specified in the application but was probably of wood. Cllr Long proposed that this application be recommended for approval. Seconded by Cllr Clark. Vote taken – 6 in favour.

NP/19/0057/TPO – Remove 4x Ash trees, 1x Sycamore, 1x Elm and reduce crown of Elm and Sycamore at Lydstep Beach Holiday Resort, Lydstep Haven, Tenby SA70 7SB. Cllr Williams proposed that this tree works application be recommended for approval. Seconded by Cllr Marcia Kidney. Vote taken – all in favour.

County Councillor

Phillip Kidney’s report

PCC’s annual budget had now been approved by Cabinet. An increase of around 10 per cent had been approved.

A meeting had been held with Huw Evans (Transport for Wales (TfW)) and with David Bott (Network Rail (NR)) at Manorbier Railway Station. They had been given a copy of some old plans for a car parking scheme that had been outlined some time ago.

The proposals show that 6 car parking spaces (including 2 disabled) would be provided. A gate would be removed and additional fencing erected. TfW and NR had expressed some concern about lorries accessing the site but they had remained confident that lorries could get access. County Cllr Kidney had met with Darren Thomas, PCC and he had asked for plans to be drawn up.

MCC was content that PCC draw up the plans for the work which would be subject to a planning application.

A meeting to discuss the purchase of the Jameston Hall driveway by Jameston Community Association was to be held. The Cabinet Member for Finance would be present along with officers and County Cllr Kidney.

The issue of improvements to the footpath between Vicarage Fields and Manorbier Post Office would be discussed at a meeting with Alan Hunt, PCC’s Access Officer during the next two weeks.

County Cllr Kidney was thanked for his report and for his work in taking forward these matters.

Car Parking at Manorbier Station; Beavers Hill Crossing – installation of road ramps/signage – no update; Improvements to footpath in Manorbier (Vicarage Fields to Post Office); Repairs to various walls in MCC’s area – no update; Installation of a vehicle actuated speed (VAS) sign in MCC’s area – speed checks expected in May 2019; Installation of footpath – Windy Ridge to Hounsell Avenue, Manorbier – County Cllr Kidney confirmed no further update on the application submitted to PCC under the Enhancing Pembrokeshire Grant scheme; Jameston Play Area – inspections and vegetation update – Cllr Williams had provided the latest inspection report. Some painting work to be undertaken but no safety issues; Diversion of Public Footpath SP23/9, Park Farm – PCNPA had confirmed that the footpath was now open. Clerk was asked to copy the confirmation from PCNPA to County Cllr Kidney.

To receive an update on the Casual Vacancy process for Manorbier ward. Cllr Hughes confirmed that MCC still awaited notification from the Electoral Services Office as to whether there had been a petition for an election for the councillor vacancy, following Cllr Hannon’s resignation. Members agreed to discuss in April 2019.

To discuss and comment upon a New Traffic Order for Station Road, Manorbier. Clerk handed out copies of a plan for the proposed changes to waiting restrictions (double yellow lines) in Station Road. Members had no comments and were content with the proposal.

To consider and approve charitable donations to The Paul Sartori Hospice at Home Service, Wales Air Ambulance Charity and Urdd National Eisteddfod. Cllr Hughes read out the donation requests received. Members discussed the donation requests and the following decisions were made in line with MCC’s policy of approving donations to local charities;

Cllr Hughes proposed that a donation of £200 be made to The Paul Sartori Hospice at Home Service. Seconded by Cllr Long. Vote taken – all in favour.

Cllr Marcia Kidney proposed that a donation of £200 be made to the Wales Air Ambulance Charity. Seconded by Cllr Williams. Vote taken – all in favour.

To receive an update (if any) from Cllr Hall on ways of reducing use of single use plastic within MCC’s area. As Cllr Hall was not present, Full Council agreed to defer discussions until MCC’s April 2019 meeting.

To consider councillor training opportunities provided by One Voice Wales (OVW) and consider and agree renewal of MCC’s membership of One Voice Wales for 2019/20. No nominations were put forward for existing training modules. Members agreed that continuing membership of OVW was worthwhile. Cllr Miall proposed that MCC renew its membership of OVW for 2019/20. Seconded by Cllr Clark. Vote taken – all in favour.
