Among matters considered and discussed at the October meeting of Manorbier Community Council were the following:
Matters arising
Acknowledgement from the Deputy Chief Executive, Boundary Commission for Wales, of MCC's comments on the draft proposals for the review of electoral arrangements in Pembrokeshire.
SRCA had now confirmed with MCC information on lost revenue they sustained during the time that Skrinkle Community Centre had been closed due to weather damage in early 2013. The clerk confirmed that he had sent a claim for this lost revenue (£294) to the YHA and that this claim also included MCC's own additional expenses of £32 defrayed on alternative accommodation for council meetings. Clr. Hughes asked the clerk chase up this claim ahead of the next full council meeting.
The 'Walkers in Road' sign located at the Skrinkle end of the road leading to the RAR had not been repaired as yet by Pembrokeshire Coast National Park Authority (PCNPA).
Correspondence
A letter had been received from Clr. Calver requesting copies of the quotations received by MCC for the electrical installation work undertaken at the sports pavilion, north sports field, Manorbier. The clerk had actioned this.
A request was received from Tenby Town Council to present a certificate of achievement to Joe Andrews, of Manorbier, following his results at the Special Olympic Games held recently in Bath. The clerk had responded with no objections.
A request had been received from Mr. C. Cochrane for copies of MCC's standing orders and all MCC minutes from 2013. The clerk had actioned this.
Planning applications and other notices
Construction of wooden garden shed at Upper Mead, Manorbier - approval recommnded.
Alterations and extensions to provide ground floor accommodation (elderly parent), reconstruction of stores, erection of staircase link to roof, reinstatement of chimney stack, solar panel installation and reconstruction of porch at Hill Farm, Manorbier- approval recommended.
Construct single storey storage shed on land to rear of existing community hall and extension to existing parking at Jameston Village Hall, Jameston - approval recommended.
Tree works at 3 Manor Crescent, Manorbier - acceptance recommended.
New porch to front of property at 7 St. James Place, Jameston - approval recommnmded.
Change of use of garden area at Badgers Holt to a glamping holiday site comprising 12 mobile wigwams, linking of existing dwelling, Badgers Holt, as a live-work unit to the glamping site and existing garden machinery business at Brumwell Garden Machinery, Jameston. Clr. Terry Williams asked if the Highways Department had been consulted. Clr. Hall said that there was already quite a wide access to the premises. Clr. Hine noted that this was an application that had been submitted to MCC after publication of the agenda. Clr. Hughes said that the agenda catered for late applications in order that MCC comments could meet PCNPA deadlines. Clr. Hall proposed that the application be recommended for approval providing the Highways Department was content. All were in favour.
Tree works notification at North Fringe, Manorbier Car Park, Manorbier - acceptance recommended.
Other notices, withdrawals and applications. These included notice of withdrawal by the applicant of NP/13/0308 - erection of small scale wind turbine 21m to blade tip (18m mast, 6m blade diameter) at Elm House, Jameston. At this point, in order for this applicant to speak, Clr. Terry Williams proposed that full council move out of session, seconded by Clr. Marcia Kidney. All in favour. After being informed that this application had now been resubmitted, Clr. Terry Williams proposed that full council move back into session, seconded by Clr. Hall. All in favour. Other notices were noted, including a refusal of planning permission.
SPORTS PAVILION AGREEMENT
To consider an update on the draft agreement between MCC and Manorbier United Football Club (MUFC) in respect of the Sports Pavilion, North Sports Field, Manorbier: The clerk reported that the solicitors were keen to see a signed copy of the original 1964 lease between the owners of the land and MCC. MCC only had an unsigned copy in their possession. The solicitors had been unable to locate a signed copy in their archives as yet, but were still looking. The solicitors had asked if Clr. Peter Kidney may be able to get hold of a signed copy.
Clr. John asked about the use of the sports field and pavilion by other bodies.
Clr. Hall asked if MUFC could charge other bodies for using the pavilion.
Clr. Hughes confirmed that MCC would retain responsibility for the playing field, but the use of the pavilion by other bodies would need to be an issue addressed in the draft agreement.
It was acknowledged that MUFC would have its own comments to make on any draft drawn up.
Clr. Terry Williams stressed the importance of keeping a signed copy in MCC's records of any agreement drawn up.
Clr. Hughes said he would ask Clr. Peter Kidney to see if he could get hold of a signed copy, but felt that if a cost was incurred by Clr. Kidney in doing so, MCC may have to reimburse him those costs. Clr. Long agreed.
OTHER MATTERS
To consider and approve MCC comments on the draft Supplementary Planning Guidance (SPG) issued by PCNPA (Cumulative Impact of Wind Turbines): The clerk handed out a summary he had prepared of this SPG and highlighted some of the key points made in the guidance. Clr. Long thought that MCC should stick to its agreed policy decision on wind turbines. The clerk suggested that the tools and flow charts set out in this draft SPG be looked at when MCC consider future wind turbine applications. Clr. Hughes thanked the clerk for his work in drawing up this summary note and confirmed that MCC would make no comment on the draft SPG.
To receive an update on the match funding request to PCC for Jameston Play Area: The clerk reported that he had spoken with PCC, who confirmed that they were awaiting settlement of their budget from the Welsh Government. Clr. Hughes confirmed that the bid, submitted in March 2013, was for £20k from PCC, matching MCC's contribution. Council expressed their concerns at the delay. Clr. Hughes suggested that a decision on the way forward be made at the November 2013 meeting of full vouncil. Meanwhile, County Clr. Kidney said he would also look to find out the latest position.
To consider an update and agree appropriate action on:
Bus shelter (Tenby-bound), Jameston - PCC had responded and highlighted a land issue dispute and lack of any money within PCC to erect new bus shelters. Proposals for new bus shelters could be made to PCC by the county councillor or by the community council with the support of the county councillor. Any proposals would need to show that there had been consultations with the local community. Clr. Hine said that the land owner would be prepared to donate the land for a bus shelter and that this had been agreed over four years ago. Clr. Hine and County Clr. Kidney agreed to take things forward, including speaking to the land owner again. Clr. Hughes confirmed that MCC would look at the position again at the next meeting of full council.
Post box at Lydstep and state of lane from rear entrance of Celtic Haven to the headland - The clerk confirmed he had written to Mike Jones, Royal Mail, to seek the latest position on the post box in Lydstep (following closure of other post boxes in the area). There had been no reply as yet. The clerk reported that he had received a letter from Mr. Alan Collins, a resident of Lydstep, who had also chased up the Royal Mail on this issue, but to no avail. Mr. Collins had also raised two issues (pot holes and hedges) over the condition of the lane from Celtic Haven to the headland. Councillors thought that this was classified as a boatway, but was not an adopted highway. The clerk was to write to PCC. County Clr. Kidney was also asked to see if anything could be undertaken around filling in the pot holes and cutting back the hedges.
To consider and approve appropriate action in respect of the Bier House wall, Manorbier - Clr. Hughes confirmed that this was in hand. The Bier House was now closed and both Clr. Hughes and Clr. Terry Williams would have a look at the wall and any other problems, caused possibly by tree roots. Clr. Hall asked about maintenance this year. Clr. Hughes confirmed that some councillors had previously undertaken some work in the Bier House garden, but this had not happened this year. Clr. Terry Williams said that it had been painted and Clr. Hughes thought that a good cut of the undergrowth could be undertaken at the start of the year.
To consider and approve feedback to PCC on Ironman 2013 - Some councillors expressed concern over the length of time of some of the road closures. Clr. Hughes said that members could forward their own comments as could members of the public. Clr. Hughes said that comments could be sent to the MCC clerk. MCC would revisit this request for feedback at the November meeting to take into account any comments received.
COUNTY CLR. PHILLIP KIDNEY'S REPORT
Slough flooding - Welsh Water had undertaken some tests at the location and concluded that this was not their problem. The issue had therefore been passed back to the maintenance team at PCC. The road would need to be dug up again. Possibly a spring was the cause of the flooding.
Manorbier School road sign – Three signs were going to be put up soon.
A PCC meeting to consider speeding in Jameston and by Manorbier School would be held in Jameston the following week. Clr. Hughes was to attend.
The drain in Kiln House Lane was being worked on that week.
