Matters arising

from the Minutes

An email had been received from Pembrokeshire County Council (PCC) confirming that the community council's comments about street lighting in Manorbier Newton and Manorbier would be included in their part night policy review early in 2013. Problems with potholes and sunken drain covers in Manorbier appeared to have been rectified after inspection by the county council.

PCC had confirmed that a three-unit set of recycling bins would be placed at the toilet block in Manorbier and recycling bins in Lydstep were to be put against the slipway (where all the signage boards were located), subject to final confirmation from the landowners.

Councillors asked about dog fouling on Manorbier beach and the provision of dog bins and bags. The clerk was asked to approach PCC to request provision of dog waste bins and bags.

A letter was received from Mr. A. J .Tew regarding an outstanding Freedom of Information request. This had now been actioned by the clerk who had apologised to Mr. Tew for the delay in replying.

A letter was received from the Welsh Assembly Government (WG) about Marine Conservation Zones. A Task and Finish group had been established by WG to look at responses to the earlier consultation (including MCC's) and they would be reporting back in April 2013.

PLANNING

No planning applications had been received for comment.

A planning permission (Form D), an appeal and an update from RWE nPower Renewables concerning the Atlantic Array were noted by councillors.

OTHER MATTERS

SEPEG presentation: Following his discussion with the South East Pembrokeshire Energy Group, the clerk provided a choice of dates for their presentation to the council.

Clr. Peter Kidney proposed that January 14 at 7 pm be the agreed date, with a second choice of January 21 at the same time. All were in favour.

Funding support for restoration work on Manorbier Dovecote (Grade 1 listed): Two further letters had been received from Manorbier Medieval Landscape Restoration Group (MMLRG) giving the latest position on their funding request to Pembrokeshire Association of Voluntary Societies.

Clr. Hall also suggested that the local Lions Club members could be approached as they were often keen to support local community projects, while Clr. Peter Kidney considered that the work on the dovecote should be supported in order that this ancient monument could be saved.

Clr. Hughes agreed and highlighted the urgency of this request for funding, but wondered why there were no historic monument signs showing the location of the dovecote to aid visitors.

Clr. T. Williams asked if the Manorbier Castle estate had been contacted about potential support and whether all health and safety issues, covering visitors to the dovecote, were in place.

After discussion, councillors confirmed that they were quite willing to provide financial support, but that clarification was needed on certain issues first.

Clr. Cooper proposed that funding support of £2k be offered to MMLRG, subject to clarification on ownership of the land, owner support for the project and if visitor health and safety regulations were, or will be, in place. All were in favour.

Payment of the PRS Music Licence for Skrinkle Community Centre: The clerk reported that following a change to copyright law, a PPL Licence was now required as well as a PRS for Music Licence. PRS for Music Licences cover songwriters, composers and music publishers, whereas PPL Licences cover record companies and performers.

The clerk reported that PRS for Music can issue a joint licence for community buildings. The clerk was now required to complete a proforma for PRS for Music which covered additional questions and before a licence could be issued.

Clr. Long wondered if the South Ridgeway Community Association might increase the levy on those hiring the hall.

Clr. Hughes said that as MCC leased the Community Centre, it was required to pay the cost of this and other licences.

The clerk was asked to complete the proforma and to bring the ensuing invoice back to council for approval.

Payment of the telephone line rental for Skrinkle Community Centre: Councillors noted the re-installation of the telephone which was provided for emergency calls only.

The clerk reported that previous telephones had been vandalised. South Ridgeway Community Association had now also suggested that line rental be paid in advance as this would make a saving of over £56 for the year. Clr. Peter Kidney proposed payment of the backdated telephone line rental and the advance telephone line rental payment, totalling £373.70p combined. All were in favour.

Update on Jameston Play Area project; The clerk reported that one further quote was still awaited. Clr. T. Williams agreed to engage with the local school once this had been received. Clr. Williams also proposed that this be undertaken in January and that consideration of quotes received be discussed at the January meeting of full council. All were in favour.

MCC' website: The clerk reported that due to unpaid bills, BT had now closed this account. This left an outstanding payment of £18.98.

The clerk explained that a new website had been created through Google. The new website address was http://www.sites.google.com/site/manorbiercommunitycouncil">www.sites.google.com/site/manorbiercommunitycouncil and was currently being populated.

Clr. Long proposed that the outstanding BT bill of £18.98 be paid. All were in favour.

Filling councillor positions on full council: The clerk reported that Clrs. Thomas and Griffiths from Manorbier Ward had now been absent from council meetings for over six months. Under the provisions of the Local Government Act 1972 section 85(1), this now meant that both councillors ceased to be a member of MCC.

The clerk requested that he now approach Pembrokeshire County Council's electoral services office to begin the process of filling these casual vacancies. This was agreed.

COUNTY COUNCILLOR'S REPORT

Clr. Philip Kidney reported that further meetings were taking place about the road at Cow Park Farm, Manorbier Newton.

Cameras had been deployed to look at the flooding problems at The Slough and this had shown problems with the sewer pipe. Welsh Water would now be involved.

Lighting problems in Manorbier were being looked at. Problems in Cob Lane had been referred to Glenville Codd at PCC.
