At a recent meeting of Lamphey Community Council, the following matters were discussed:
Officers
The following officers were appointed for 2013/14: chairperson - Mr. White; vice chairperson - Mr. Colley; treasurer/RFO - Mr. Bowling; internal auditor - Mr. Evans; Lamphey Village Hall - Mrs. Kerrison; Lamphey Field - Mrs. Kerrison; FEW joint management - Mr. Bowling; Lamphey Church -Mr. Colley.
Mr. White thanked members for reappointing him chairman for a further 12 months. He thanked all the members, including the new members for the work that they had carried out during the previous 12 months. He thanked the vice-chairman, treasurer, member internal auditor and clerk for their hard work and support during this period.
Matters Arising
Replies awaited: street lighting, Freshwater East - overnight; Freshwater East Road - pavement; improving computer skills; Matchbox Lane, Freshwater East - public footpath; residential development for up to 39 dwellings, land east of Cleggars Park, Lamphey.
Further replies were awaited on the following: mains drainage, Ridgeway Road, Lamphey; flooding at Freshwater East bridge.
Spring to kissing gate, Lamphey: a reply had been received from PCC stating that a new gate had been ordered, together with all the necessary ironmongery.
Community council notice board: Mr. Bowling reported that the new notice board was proceeding very quickly and a copy of art work was discussed. The new board shouldn't cost more than £100 to be completed by Signspeed and a carpenter.
Lamphey Railway Station: It was reported that the work on the approach road had now been completed to an excellent standard utilising European funding.
War Memorial plaque: A reply had been received from Lamphey Church stating that the committee of the church didn't know who owned the wall plaque. The committee noted that the lettering had faded and enquiries were being made about the likely remedial costs. The committee would keep Lamphey Community Council informed of the outcome of further enquiries.
Cost of planning applications: A reply had been received from PCNPA, together with a scale of charges. It was resolved this matter be discussed at the next meeting.
Servicing of Lamphey Church clock: The clerk had contacted the firm in Derby who was arranging for their representative to contact the clerk/chairman on this matter.
Treasurer's report: The treasurer gave a report, together with a print out for the year ended March 31, 2013. The laptop, scanner, printer and mouse were then given to the clerk. It was resolved, Mr. Bowling be thanked for the work which he had done on this matter.
Correspondence
Planning: replace flat roof with pitched roof, including external cladding - 184 Freshwater Bay Holiday Village Freshwater East (no objection); extension - 2 Cleggars Park, Lamphey (no objection); tree surgery - North Down Farm, Lamphey (a letter had been received from PCC stating that this application had been withdrawn); conversion of an existing barn into two holiday lets - Portclew House, Portclew Road, Freshwater East (planning permission had been refused).
Armed Forces Day: a public service of thanksgiving, organised by Pembroke and Pembroke Dock Town Councils, would be held at the cenotaph outside St. Johns Church, Pembroke Dock, at 11 am, June 29, and an invitation had been received to attend.
Off-street parking order: a letter had been received from PCNPA regarding PCC preparing a new off-street parking order on their behalf.
Agenda Items
Letter from Mr. T. Colley: a letter had been received from Mr. Colley regarding Plot 5, Devon Court ,Freshwater East. It was resolved, a copy be forwarded to the local AM to pursue.
Review of clerk's salary: a review of the clerk's salary took place after the clerk temporarily left the meeting when this matter was being discussed. It was resolved the clerk's salary be increased to £205 per month w.e.f June 1. This was an above inflation increase to cover the cost of broadband and additional work load. The original standing be amended next April and the increase of £250 covering the period June 2013 to March 2014 be paid by cheque. Proposed by Mr. Evans and seconded by Mrs. Birtwistle.
Lamphey Bishops Garden: a letter had been received from Mrs. R. Smith, 19 Flemish Court, Lamphey, regarding her frustrations that happened in the Bishops Garden when a PCC contractor had strimmed the bluebells. Mr. Evans had also requested this matter be put on the agenda for this meeting, but unfortunately this request had been received after the agenda had been issued. It was resolved, a copy of the letter be sent to PCC.
Burial spaces: a letter had been received from Lamphey Church regarding there being no longer space for any new burials in Lamphey churchyard and there being only limited space available in Hodgeston Churchyard. It was resolved, the chairman contact the monitoring officer in PCC on this matter.
Road safety: a letter had been received from Lamphey Church regarding road safety in the vicinity of Lamphey Church and church hall. It was resolved, the chairman contact the monitoring officer of PCC on this matter.
