Sir,
Today, walking the dog on South Beach, I cleaned up my own dog's mess, then another load left by somebody else's dog.
Then, as I was leaving, I saw a lady arrive on the beach with 10 dogs. How could she hope to clean up after all of them?
I pointed out one load that she had missed and they had only just arrived. This is so irresponsible.
