I am a wheelchair-bound 96-year-old pensioner and I live in a bungalow in Narberth. I have a daily carer and my bills are taken care of via my bank account. Pembrokeshire County Council invoices me for my care package monthly.

In July this year I received a statement which cancelled all the paid bills back to April 8 and re-charged them out at a higher amount. My son wrote to the council on my behalf because I have suffered with Parkinson's disease for the last 20 years and I am unable to write.

My letter pointed out that, as far as I was concerned, this broke contract law and on July 29 I cancelled my direct debit and refused to pay until they removed the unagreed amount charged retrospectively without my permission.

They wrote back on August 1 saying they would answer me in 15 days. They have not done so, but rather have phoned my son to say this is a Welsh Assembly instruction and they have passed it back to the Welsh Assembly.

Since then I have heard nothing and wonder if any other pensioner with carers has been treated in a similar manner and whether they also have challenged this back-dated increase.
