Pembrokeshire County Council's environment, overview and scrutiny committee has considered an in-depth report on the topic of noxious and invasive weeds.
The authority is already engaged in a bio-diversity partnership scheme and a separate heathland partnership, and in this way is working, with other agencies, to control the problem locally.
The council's partners include the Environment Agency, the Countryside Council for Wales, the Pembrokeshire Coast National Park and the Welsh Assembly Government as highways authority for the trunk road network in the county.
The scrutiny committee took evidence from some of the county council's partners, with the Countryside Council for Wales, the Environment Agency and the National Trust, being invited to join in the committee's discussions.
Said committee chairman, Clr. Alwyn Luke: "It is obvious from the pilot schemes developed in the existing partnerships that the only way to get to grips with this problem is for private and public landowners and other organisations to work together.
"Everybody needs to be made aware of which weeds are causing the problems and how they can be treated. Pembrokeshire County Council is already able to offer private landowners highly competitive rates in dealing with some of these weeds.
"But this is a national problem and even if we could solve it here in Pembrokeshire, unless everybody else follows suit, we will not prevent recurrence."
The scrutiny committee agreed to work through the Welsh Local Government Association (WLGA) to raise the profile of the issue in order to gain support from all councils in Wales, with a view to taking the matter forward to the Welsh Assembly Government.
The Countryside Council for Wales and the Environment Agency will also be asked to submit representations on an all-Wales basis to press for the development of a national strategy, to explore funding possibilities and review the existing legislation as necessary to cope with the problem.
In the meantime, Pembrokeshire intends to submit an application for Objective 1 funding to further the strategy within the county.
