Pembrokeshire County Council is reminding organisers of Christmas events of the deadlines for Temporary Event Notices (TEN) over the festive period.
The last day for submission of a 'Standard Temporary Event Notice' for Christmas Eve is Tuesday, December 9, and for a 'Late Temporary Event Notice' is Tuesday, December 16.
In respect of New Year's Eve, the last date for submission of a 'Standard Temporary Event Notice' is Friday, December 12, and for a late Temporary Event Notice is Friday, December 19.
If your event is before these dates please ensure that you serve your Notice in plenty of time as the minimum time scale for a Standard Temporary Event is 10 clear working days before the event, and for a 'Late Temporary Event' five clear working days.
A 'Late Temporary Event Notice' cannot be served earlier than nine working days before the event. To ensure that your event has a licence please allow yourself time for the notices to be served and processed.
The Licensing Act 2003 allows individuals to carry out licensable activities on a temporary basis for a period not exceeding 168 hours, although the hours requested must be identified in the notice. The event must also involve no more than 499 people at any one time being present (although more people may attend over the whole course of the event).
The county council as the 'Licensing Authority' cannot accept any responsibility for incomplete forms or other failures which could render the application as being invalid and subject to a rejection. Ultimately, it is a matter for the applicant to take his/her own advice on the adequacy of the notification
The council's adopted Statement of Licensing Policy makes it clear that as much notice as possible should be given to a proposed event, and that 28 days should be allowed if possible, to avoid any last minute difficulties, which could lead to an event not proceeding.
The person applying for the Temporary Event Notice must provide a copy of the notification to Dyfed Powys Police and the Commercial Pollution Department of Pembrokeshire County Council.
How to apply
You must give notice of the event to Pembrokeshire County Council, and copies to Dyfed Powys Police and Commercial Pollution Department, Pembrokeshire County Council. A fee of £21 is also payable. The notice must contain the following information: the licensable activities that are to be carried out; the total length of the event (not over 168 hours); the times during the event that the licensable activities are to be carried out; the maximum number of people allowed on the premises at any one time (not over 499); whether any alcohol sales are to be made for consumption on or off the premises (or both). All sales of alcohol must be made by, or under the authority, of the person giving the notice.
Licensable activity includes: selling alcohol, serving alcohol to members of a private club, providing entertainment (e.g. music, dancing or indoor sporting events or serving hot food or drink between 11 pm and 5 am.
The Pembrokeshire County Council notice must be given to Mark Elliott, Head of Public Protection, Licensing Section, Public Protection Division, County Hall, Haverfordwest, SA61 1TP.
The copy to Dyfed Powys Police must be lodged at Haverfordwest Police Station, Merlins Hill, Haverfordwest, Pembrokeshire, SA61 1PG, and clearly marked for the attention of the Police Licensing Officer.
The copy for the Commercial Pollution Department, must be lodged at County Hall, Haverfordwest, SA61 1TP, clearly marked for the attention of the Commercial Pollution Department.
Alternatively, notification can be made electronically to [email protected]">[email protected] If the notification is made electronically, there is no requirement for the additional two copies to be provided.
Payment can be made over the telephone via Pembrokeshire County Council Contact Centre, telephone number 01437 764551 or in person at any of the Pembrokeshire County Council Customer Service Centres at Argyle Street, Pembroke Dock, Town Hall, Milford Haven or County Hall, Haverfordwest.

In all cases, the person giving the notice must be over 18.
