Among matters considered and discussed at last month’s meeting of Carew Community Council were the following:

MATTERS ARISING

• Broken tree at the fence of Sageston School had been removed.

• Speed ramps had not yet been repaired.

• Potholes at Carew roundabout had been partially repaired.

• County Councillor Rapi reported that he was in contact with PCC regarding the drainage problem at Carew Sports Ground and it was hoped that a site meeting would be arranged.

• Hot food outlet, Carew roundabout. County Councillor Rapi also reported that changing the priority at the junction from Carew Cheriton may alleviate the problem of parking.

• Amenity bins near bus stop in Carew. An update communication was received from the site manager at Carew Castle. The site manager would arrange for the hedges to be cut and laid to provide better visibility from the road in an attempt to deter fly-tipping. Councillors discussed this matter in depth. It was felt that with the introduction of the new recycling arrangements, the need for these bins would not be necessary. It was agreed unanimously to pursue the removal of the bins in an effort to prevent further rubbish being left there.

• Flemish Chimney. CADW had been asked for materials that should be used for repair of this historic building.

• Communication from agents for Carew Castle Estates regarding a provisional enquiry on leasing of the field below Carew Memorial Hall.

• Carew Newton Cemetery. The chair provided an update on the change of materials to be used and amendment to the cost of materials and labour. It was proposed and seconded and all present agreed that the new quote be accepted and work should commence in around three weeks time.

• Hayes Lane. Discussion took place on the situation with regard to access from the detrunked road and provision of car parking bays at Hayes Lane houses, in line with the agreed plans. The cabinet member at PCC was to be asked for and update and County Councillor Rapi would also chase it up.

• Defibrillators. Following further information on costings and grants search, it was proposed and seconded and all present agreed that a change to provider by made.

• VE2020. The application for a grant has been made to PAVS. Following discussions it was agreed to put on an Easter bingo on Friday, February 7, 2020, to raise money for the dance band. Sunday service in the marquee with a Drum Head Service and a brass/silver band for this event was to be sourced. A provisional itinerary for the weekend event, May 8 to 10, was provided. Organisations within the parish to be informed of the event with the option to donate (not necessarily in monetary terms) to the event.

ENHANCEMENT GRANT

The chair provided an update on the deadlines available for grant applications and for the possible outcome if the grant application was unsuccessful.

Following discussion, it was agreed to submit the full application for grant for the community events area to include resurfacing of the car park by no later than January 27, next year. All present agreed.

Tasks to undertake to complete the application are: arrange Community Engagement meeting; finalise letter and questionnaire; write to organisations and hall users; advertise the meeting with posters.

It is understood that provisionally phase 1 of the project would be resurfacing of the car park with areas outlined for community use and planters situated.

It was agreed that the date for the Community Engagement meeting be Tuesday, November 19.

PLANNING

Permission had been granted by PCNPA for single storey gabled rear extension - Crossways Cottage, Rosemary Lane, Cresselly.

Permission had been granted by PCNPA for proposed side orangery and rear extensions - Ferndale, Rosemary Lane, Cresselly.

Review of mineral planning for Carew Quarry - noted.

DECEMBER MEETING

Following discussion, it was agreed that the councillors’ Christmas dinner would be on Friday, December 13, and community council would meet the day before on Thursday, December 12.

CORRESPONDENCE

Correspondencewas received from Welsh Government, sent via OVW, on the requirements for all public authorities (including community and town councils) on preparing and publishing a plan setting out how biodiversity is maintained and enhanced within their current work areas. It was agreed to copy the documents for all councillors for their perusal prior to the November meeting and for this item to be placed on the agenda .

Information was received from PCC urging householders to return their household enquiry form to increase the response rates in electoral areas. From the enclosed map, community councillors were informed that the response rate for Carew was 69.42 per cent.

A letter was received from a resident on issues within the parish: Plastic cable ties from recent Long Course and Ironman events had not been removed, though the signs had; amenity bins and state of surrounding area; Kesteven Court - parking and grassy area - County Councillor Rapi was to discuss this at County Hall; flood signs during recent high tides; us timetable sign damaged and in need repair at Kesteven Court.

The clerk was to pass this on to the relevant departments of PCC and respond.

PARISH MATTERS

• Llandigwynett - The County Councillor was to further investigate with the relevant department of PCC the verge that had collapsed into the Carew river and also the broken ditch and flood pipe from the woods.

• Central white lines from Sageston roundabout round to the Plough Inn had still not been repainted. The clerk was to chase this up.

• Parking on double yellow lines from phone box in Carew to Carew Inn. Recent congested parking would have obstructed emergency vehicles if they needed to pass. The PCSO was to be contacted.

• Milton parking around village shop - suggestion was made to put a notice on the noticeboard to encourage sensible parking. It was noted that recently parking on both sides of the road had hindered refuse collection lorries and therefore if emergency vehicles were needed these would not have been able to pass.

• Request for an update from SWTRA on the 40mph flashing speed signs to be installed in Milton.
