The annual general meeting of Carew Community Council was held last month.
Clr. Griffiths (chair) welcomed everyone and thanked councillors for their support over the past year and previous year. Clr. Griffiths then stood down from the meeting.
The clerk thanked all for their good work and best offices over the last 12 months and for the support and encouragement of the chair and vice-chairman that she had received.
Following due electoral process, the following officers were elected: Clr. Vanessa Thomas was appointed as chair for 2019-2020, with Clr. Andrew Blayney as vice-chair.
MATTERS ARISING FROM THE?MINUTES
• Selection of the community council laptop had been made
• Milton play area bridge: The bridges officer at PCC had forwarded this on to the play areas department. However, councillors were informed that the handrails had been replaced.
• Coping stones on the wall next to War Memorial had been fixed.
• Carew Bridge. PCNPA were to be asked to keep the community council informed.
• Potholes at Carew roundabout. The head of highways informed the council that these would be addressed in the current round of patching schedule in due course.
• Enforcement officers would be patrolling at various times along Milton Marsh Walk through the Paddock Walk with regard to the high incidents of dog fouling.
• One Voice Wales: The clerk reported on a recent Pembrokeshire Area Committee meeting she had attended. Community Asset Transfer in relation to public toilets, play areas and parks and green spaces was discussed. Councillors were informed that PCC would be looking to transfer assets in the coming years. Following discussion on the financial implications, it was agreed to note this information and to await further communication from PCC.
• Carew Castle: Further information was received regarding the connection to the main sewerage. This had been held up due to legal processes and hopefully work would commence shortly. The connection would be via the area around the gate opposite Birds Lane and continue to an area near the telephone kiosk in Carew. It was assumed that some traffic control would be required for this work to be carried out and the usual notices for this would be forthcoming in due course.
• Information on the remuneration panel for councils/councillors on the opt out of receiving the allowance. Councillors noted that the allowance was taxable and would be paid through PAYE. Following discussion, councillors agreed to consider this prior to discussion further at the next meeting.
DONATIONS
Seven requests for donations had been received from various national and local organisations. Following discussions and taking into account the donations made to date, it was proposed, seconded and all present agreed that £50 be donated to Wales Air ambulance Charity and £50 to Paul Sartori Hospice at Home Charity.
PLANNING
The following planning permission had been granted by PCNPA:
Demolition of existing dwelling and erection of a new/replacement one-and-a-half storey dwelling with detached garage - Ashleigh, West Williamston.
The following planning decision was noted from PCC:
Renewal of planning permission (13/0585/PA residential development - outline) CCF Ltd, Sageston depot, Sageston. Conditionally approved.
The following discharge of conditions on planning application by PCC was noted:
Discharge of conditions, 3, 4, 5, 6, 7, Carew Castle.
The following refusal of variation of conditions by PCC was noted:
Variation of condition 3 of planning permission 13/0429/PA - land adjacent to PIncheston Farm Complex, Sageston.
Notice received that PCPNA would deliberate on NP/19/0173/FUL change of use of land to east to cemetery at Pisgah Baptist Chapel, Cresswell Quay, shortly.
PARISH MATTERS
• Councillors were informed that the circling of the dog fouling with fluorescent paint was evident on the walk around the French Mill. This would highlight the mess for other pedestrians. Community enforcement was to be asked to visit the area.
• The Flemish Chimney was in need of attention.
• The strap on the road direction sign at Butts Lane towards West Williamston had not been repaired.
• Cars parked with all four wheels on the pavement was discussed and further advice from Dyfed Powys Police was to be obtained.
County Councillor’s Report
County Clr. Rapi reported on various community matters he was undertaking at present, including attendance at the planning meetings relating to Carew Parish matters, flashing speed sign at Milton, Carew roundabout issues. He also reported on his various committee involvements within PCC.
• Carew Memorial Car Park resurfacing and Carew Newton Cemetery ashes area projects were progressing.
• Work on installation of WiFi had commenced in the Memorial Hall and connection completed within the week.

The next meeting of Carew Community Council will be in the Meetings Room of Carew Memorial Hall at 7 pm on Thursday, June 13.
