Among matters considered and discussed at last month’s meeting of Carew Community Council were the following:
MATTERS ARISING FROM?THE?MINUTES
Audit report from Grant Thornton was received and read out. Areas of to be improved on for next year were noted. Satisfaction survey was completed.
Clerk’s Contract of Employment: In line with guidance from the external auditors, a model employment contract has been obtained from One Voice Wales and it was agreed that a working party would meet to discuss this.
An email was received from the Sports Club regarding drainage issues on the sorts field. Eight football matches had had to be cancelled due to a waterlogged pitch. County Clr. Rapi agreed to contact the club and arrange to meet them.
The 30 mph sign at Carew Newton had not yet been rested to a more appropriate place.
Lantern procession: Following discussion, it was agreed that the date of the Lantern Procession would be Saturday, December 8, at 5.30 pm, at Sageston School (permission awaited).
Noticeboard: The noticeboard for Milton had now finally been delivered. PCC were to be contacted to see if permission was required.
The community council dinner will be held on Thursday, December 13, 6.30 for 7 pm.
Speed ramps at Sageston School. Communication was received from the head of infrastructure who had agreed to put forward the replacement of the ramps with full width ramp for the future.
PLANNING
Two-storey side extension with balcony at Carew Newton House, Butts Lane, Carew Newton - PCNPA had granted permission. Noted.
Expansion of permission to increase caravans from four to 12, amend design of the utility rooms and increase the number of utility rooms from two to six and relocation of storage building approved under 09/0479/PA on land adjacent (south) of Pincheston Farm, Sageston. The planning and public rights of way committee had deliberated this on October 2. Permission was refused. This was noted.
The following applications were considered:
Certificate of lawfulness for the 20 unit site to be extended to 40 units at Tything Barn, Lower Lane, West Williamston. Following perusal of the plans and accompanying documentation, there were no adverse comments nor obvious grounds for refusal identified. Community councillors recommended approval. Consideration should, however, be given to road improvements along Lower Lane.
Renewal of planning permission for residential development - outline, CCF Ltd Sageston Depot, Sageston. Approval recommended.
Erection of bat outbuilding and landscaping at Sageston Hall, Sageston. Approval recommended.
CORRESPONDENCE
Request for donation towards cost of insurance for the beacon lighting at Carew Cheriton Control Tower on November 11. Three councillors declared an interest and withdrew from discussion.
Request for donation to Patch Charity towards Christmas Toy Appeal. Last year 600 children were referred to the charity.
It was proposed and seconded that £100 be donated to Patch and £180 towards the insurance for the beacon lighting at the Control Tower.
Communication was received from One Voice Wales regarding unadopted roads. Consultation documents on the community council’s experience of the issues that arise from unadopted roads. Councillors felt that their only experience of unadopted roads was from newly-built estates in the parish. Clerk to complete the survey.
The clerk reported on items discussed at the Pembrokeshire Area Committee meeting of One Voice Wales in September which was a very informative meeting.
PARISH MATTERS
The Community Police Support Officer had been in touch with information and this would be put on the noticeboard.
It was reported that the gullies, culverts and drains had been cleared out at Butts Lane at the junction with Carew Newton. The area maintenance teams were to be congratulated on very good job.
County Clr. Rapi reported on progress with regard to various matters.
