At the start of the annual general meeting of Carew Community Council, held in the meetings room of the Memorial Hall, all councillors present signed the declaration of acceptance of office.

The chairman thanked councillors for their dedication and commitment during the last year. Clr. Brock from the floor thanked the chairman and vice-chairman for their patience and politeness in conducting meetings. The clerk was also thanked for her work over the last year.

The chairman then stood down from office.

Election of officers: Following the election process, Clr. Griffiths was elected as chairman and Clr. Head as vice-chairman.

MATTERS ARISING

A communication was received from the agent for Carew Castle Estate acknowledging the declined offer of garden plots in Carew village. The agent would inform the owner and would seek a further site for garden plot/allotments.

Carew Park issues: A communication was received from a resident in Carew Park regarding problems with parking and the potentially dangerous issue of access for emergency vehicles along Saunders Road. With regard to the grassy area for use as a play area, this had been looked at, but it was felt the site was too small for a play area. There was no easy way to reduce the parking problem, as the houses do not have designated parking spaces. The clerk was to pursue additional parking on the grassy area with Pembrokeshire County Council and was to contact the PCSO regarding adequate access for emergency vehicles.

Jubilee events: Discussion took place regarding the presentation of commemorative coins to children in the parish aged 0 -11. It was eventually agreed that on Tuesday, May 5, between 2 and 6 pm, the coins would be available for collection at the committee room. Councillors volunteered to help with the handing out of the coins. The clerk was to put up posters and ask for an announcement to be made in the three churches and school. A form was to be completed for the coins given out.

PLANNING

Planning passed by PCNPA - Replacement roof on the Lesser Hall of Carew Castle.

Withdrawal of planning application - Hillwyn, 5 Picton Terrace, Carew.

Renewal of amended plans for one dwelling, Plot 30, 6 Sageston Fields, Sageston. No adverse comments.

Erection of detached garage and stores at Twin Oaks, Cresselly. There were no adverse comments or obvious grounds for refusal identified.

Construction of an earth bank nutrient storage lagoon on land north of Cae Sgubor, Llandigwynnet, Sageston. There was a risk of seepage into the Sageston stream which leads into the Mill Pond at Carew (a SSSI) and a risk of overflowing material contaminating flora and fauna in the area. These concerns were to be communicated to PCC and the council was to ask for both wider and local consultation.

First floor extension to rear plus interior remodelling at Hillcrest, West Williamston. Following discussion and perusal of the detailed plans provided by PCNPA, there were no adverse comments or obvious grounds for refusal identified.

Conversion and roof extension of existing workshop to provide double garage and ancillary residential accommodation. Also demolition of existing corrugated metal garage and construction of new garage at Newton Lodge, Butts Lane, Carew. Following discussion and perusal of the detailed plans provided by PCNPA, there were no adverse comments or obvious grounds for refusal identified.

CORRESPONDENCE

A letter was received from the public rghts of way assistant informing the council that PCC were currently considering proposals to divert part of the public footpath SP15/3 at Norchard Farm, Redberth. Following discussion and perusal of the plan, there were no objections.

A communication was received from the hall committee asking for a donation towards the cost of redecorating the outside of the Memorial Hall. Clrs. Griffiths, Gibby and Goodman declared an interest and withdrew from discussion. Following discussion, it was proposed and seconded that £200 be donated .

A communication was received from St. Mary's Church regarding a donation towards the cost of maintaining the war graves at Carew Cheriton cemetery. Following discussion, it was proposed and seconded by that £200 be donated towards this.

Co-option of members: PCC had informed that there were four places on Carew Community Council following the election. Notice of co-option was to be put on parish website and in the minutes to the Tenby Observer. Anyone interested is to contact the clerk who will be pleased to provide further information.

PARISH MATTERS

Dog mess on the way to Sageston School was again a problem. The dog warden and PCC were to be contacted regarding monitoring this problem outside normal working hours.

Procurement specification for the work at Carew Newton Cemetery would be available for the next meeting

Carew parish website - unique visitors to the site continued to increase. A five-day weather forecast was now available on the site.

A breakdown of the precept list for parishes/towns in Pembrokeshire was provided for information.

Flooding during inclement weather on Birds Lane between Kesteven Court and the ford on the stream side of the road. PCC were to be asked to dig a drainage channel to take away surface water.

Bartletts Well. Work still had not been carried out. Following discussion, councillors agreed to ask for quotations for the work to be carried out from two names submitted.

Speeding on the detrunked road at Sageston. Speeding still occurred and children play along the road up to the dead end. PCC were to be contacted again regarding unification of the speed limits in the area which go from 60 mph to 40 mph to 30 mph and then 20 mph and back up again from the Sageston roundabout to the end of Birds Lane. PCC were to be asked to change the speed limit at the detrunked road to 30 mph.

Paddock Walk - the culvert had overflowed, as it did regularly during heavy rainfall. PCC were to be asked to look at a way to alleviate this problem, while the Water Board were also to be asked to look at it as the wall was tumbling into the culvert causing the stream to overflow.
