Eight councillors were present at the October meeting of Carew Community Council held at the Memorial Hall. Among them was new member Gwen Head, who was welcomed to her first meeting.
Clr. Head had previously been given a copy of the Model Code of Conduct. The Declaration of Acceptance of Office was read out and duly signed.
Matters Arising
from the minutes
Feedback from the stakeholders meeting regarding Carew footbridge and continuation of the cycle path from Milton roundabout was discussed. It was felt that this was a well attended meeting and brought together residents in the community and raised issues and public awareness. The council thanks all for taking part in the meeting and the volunteers who delivered the invitations.
Planning
The following were received from Pembrokeshire County Council:
Levelling of site (in retrospect) and re-alignment of track to provide access to proposed gypsy site on land at former Pincheston Farm, Sageston (refused by PCC).
Change of use of land to gypsy caravan site comprising three mobile chalet units for occupation by one extended family on land south of former Pincheston Farm, Sageston (refused by PCC).
A letter was received from the Pembrokeshire Coast National Park Authority advising of a forthcoming site survey at National Park owned land at Sageston north side in order to accurately measure and plot the area.
LDP candidate sites: Maps of Sageston, Milton, Redberth and Carew detailing current sites lodged with the county council were distributed.
South East Area Liaison meeting: It was agreed to add the following topic for discussion at this meeting - 'Building without Planning Permission'. Clrs. Neale, Griffiths and the clerk would attend when details of the venue for the meeting were available.
Land Registry: A letter was received with one parcel of land registered at Milton Bridge. Also, County Clr. Neale was to seek advice from County Hall on this matter.
For consideration for Land Registry - Carew Newton Cemetery, Flemish Chimney, recreation area at Redberth; also leased land.
During discussion on this matter, it was agreed to put on the agenda for the January 2009 meeting - Common Land and Rights of Way in Carew Parish. County Clr. Neale agreed to do some work on this prior to the meeting.
CORRESPONDENCE
Bills for payment: Year rent for Carew sports field and annual rent for Milton recreation park. Proposed by Clr. Gibby and seconded by Clr. Griffiths that these be paid.
A letter was received from Carew Senior Citizens Committee requesting a donation towards the cost of the Christmas Lunch on Saturday, November 29, and also for help with lifts for residents. It was proposed by Clr. Brock MBE and seconded by Clr. Bosley that £200 be donated towards the cost.
A letter was received from the Sports Club asking for an informal meeting to discuss the lease arrangements on the sports field, particularly the time left on the current lease. Following discussion, it was agreed to obtain the lease agreement and to ask the Sports Club secretary for further clarification by the next meeting.
A letter was received from the secretary of the WI asking for permission to hang a photograph of HM Queen Elizabeth and a letter from Buckingham Palace in the hall. Hall committee representatives asked for details of dimensions in the first instance.
PARISH MATTERS
It was agreed to ask Welsh Water to cut back the overgrowth on the Old Village Moor, i.e. land behind the Farm Shop and Honeys Park. St. Mary's Church was not visible from the bypass.
Milton and Sageston roundabouts: The clerk was to contact the Trunk Roads Agency as the work currently being undertaken to rectify the crumbling walls was ineffective.
Several matters were to be chased up, including Carew Cheriton Cemetery road widening, Carew Cheriton detrunked road, and Japanese Knotweed eradication at Carew Cheriton, Paddock Walk and Milton Marsh Walk.
Costings were to be provided for goalposts for Milton and Redberth.
County Clr. Neale had met with the area maintenance manager and was awaiting a list of matters that would be undertaken in the parish. He also informed of an application for funding for maintenance machinery for Milton Marsh Walk - further details to follow.
Culverts at Redberth were full of leaves and drains needed clearing out as flooding had already occurred
Drains and culverts between Carew Newton and West Williamston also needed clearing out and there had been flooding at the stream at Carew Cheriton.
A Christmas tree was to be ordered.
The community council Christmas dinner would be held on Thursday, December 4, at 7 pm, at Carew Inn.
The Christmas tree lights would be turned on on Friday, December 12, at 6.30 pm. It was agreed to write to the Sports Club to ascertain if they wished a joint effort.
Remembrance Sunday: Services would be held at the Cenotaph at 11 am and at St. Mary's Church at 3 pm.
Next meeting: This will be held on Thursday, November 13, at 7 pm.
