Among matters considered at the September meeting of Carew Community Council were the following:
MATTERS ARISING
FROM THE MINUTES
Clr. Blayney and Clr. Brock had met with the agent for Carew Castle Estates for negotiations regarding a rent increase on the playing field at Carew. It was considered that the proposed increase, being the first in 10 years, was reasonable. It was agreed to await confirmation from the agent and then to inform the Sports Club of the increase in rental.
LDP candidate sites: The clerk circulated the printouts for Milton, Redberth and Carew. The clerk was to also to contact the county council enquiring when the community council would be notified and when the public consultation process begins.
Carew Newton cemetery: Arwel Williams from the Pembrokeshire Coast National Park Authority and County Clr. Neale had met on site regarding the enhancement project. Mr. Williams felt that based on the sketches as they were at present, planning permission would be required. County Clr. Neale would be having a further meeting with PCNPA to see if the sketches could be scaled down to avoid planning permission. It was agreed that Clrs. Brock, Blayney and Gibby also join in this site meeting.
Telephone kiosk, West Williamston: Following confirmation from BT in relation to objections to the removal of the kiosk, the community council received details of two schemes which could save it. The first was 'Adopt a Kiosk', whereby the council could retain the box, but not the telephone service, at a cost of £1. 'Sponsor a Kiosk', meanwhile, would involve the council paying £500 a year to BT to save the kiosk and retain the telephone service.
Following in depth discussions, the former scheme was more favourable. It was agreed to write to residents in West Williamston informing them that it was the council's intention to retain the box under the 'Adopt a Kiosk' scheme. The closing date for submission for this is was October 1.
Goalposts at Milton/Redberth: The specifications had now been received from the county council. The clerk was to cost the price of two small size pairs of goalposts for the the play areas in question.
Senior citizens' Christmas lunch: A letter was received from Carew WI with names of two volunteers for this event. Clr. Griffiths and the clerk also agreed to volunteer if available on the day of the luncheon. The clerk was to inform the secretary of the senior citizens' Christmas lunch committee of the new volunteers' names.
Milton Nature Walk: Solicitors had confirmed that the council would not be responsible for the solicitors fees of Welsh Water. County Clr. Neale had informed the clerk that a delay in advancing this lease agreement had occurred, but this had now been resolved.
Stakeholder event: Following the recent discussions with PCC and PCNPA, a meeting will be held in the Chapel Hall, Carew, on Monday, September 29, from 2.30 to 7 pm, with a presentation and question time at 6 pm, on the proposed Carew Footbridge Study and extension to the dual purpose footpath from Milton to Carew.
It was agreed to contact the residents closest to Carew Bridge and also the agent to Carew Castle Estates. Cadw, PCPNA, Environment Agency and Countryside Council for Wales were also involved.
Co-option of councillor: Following two rounds of local advertising and one advert in the Tenby Observer, one application had been received. Following discussion, it was agreed that Mrs Gwenllian Head be asked to join the council as a co-opted member. There are still two places available and anyone interested in becoming a community councillor should contact the clerk. Meetings are held every second Thursday in the month, except August and December.
Welsh Language Scheme: Further discussion and debate took place on the adoption of a Welsh Language Scheme. The clerk had distributed copies of the draft scheme and explanatory notes from the chairman of PALC prior to the meeting. It was agreed to accept the PALC version of the scheme.
CORRESPONDENCE
Various correspondence was received, including notices of a Planed Seminar at Plas Hyfryd Hotel, Narberth, on Monday September 29, at 7 pm - 'Communities as the Hub' - and a Community Council Seminar on Saturday, October 18, at Pembrokeshire College, which the clerk and chairman would attend.
Dyfed Powys Police were celebrating their 40th anniversary on Sunday, September 28, with an open day at police headquarter in Llangunnor, Carmarthen. There would be much to see and do for adults and children.
The Princes Trust were looking for volunteers for part of their Mentoring Support programme for care leavers. For further information, contact [email protected]">[email protected].
There would be a South East Area Liaison meeting on Tuesday, October 28, at 7 pm (venue to be confirmed). Main theme was the Local Development Plan and candidate sites.
A letter was received from PCC introducing Clr. Mark Edwards as the new cabinet member for communities and partnerships.
Posters were received for surgery timetables for September to December from Nick Ainger MP. These had been put up in Milton Post Office and Redberth.
Invoices for payment
Grass cutting £60, from Acorn Garden Services.
A letter was received from the monitoring officer asking for a £25 contribution towards a composite notice in both languages making the public aware that the new Code of Conduct had been adopted and the times and locations where the code could be inspected.
It was agreed that these two amounts be paid.
A letter was also received from the Hall Committee with the new schedule for hall fees. All rental fees had been increased by £2. However, it was noted that this was the first increase since 2004.
PLANNING
A letter was received from from the development management officer regarding consultation on planning applications and outlining the need to determine applications within the eight-week target period set out by Government. Determination on applications would not now be delayed to await a response from the consultees, including the community council.
Applications received and discussed:
Alterations and extension - Pisgah Cottages, Cresselly from PCNPA. Following discussion, it was agreed that Clr. Thomas ascertain whether Pisgah Chapel and the residents adjacent to the property had been informed. It was also agreed to write to PCNPA informing them that the proposed new access was too close to the brow of the hill and bend.
Amendments to original planning consent 04/0475 relating to roof design and fenestrations (in retrospect) at Milton Manor, Milton. There were no adverse comments or negative observations and councillors recommended granting this application.
Proposed siting of secure storage containers for storage of non-ferrous metal, area to be secured by cctv and lighting to be installed, Enviroventure Ltd, Carew Airfield, Carew. There were no adverse comments or negative observations and councillors recommended granting this application.
Amendments to conditions 8, 56 and 57 of planning permission 04/1096/PA to allow vehicles from other companies to work between the hours of 8 am and 1 pm on Saturdays (who had a contract with the applicant) to transport materials to and from the recycling facility at New Croft Garage, Cresselly. Following scrutiny and perusal of the previous conditions relating to this application, there were no objections or adverse comments received and councillors recommended granting this application.
Jasmin House, Redberth - the planning enforcement officer had been informed by the owners that completion of the access should take place in the near future.
The following planning applications had been granted by the county council:
Demolition of existing outbuildings and redevelopment for residential purposes - land adjacent to Court Farm, Redberth.
Relocation of existing barn -land at Meadow Farm, Redberth. However, councillors and the clerk confirmed that the original application had not been received by the community council and PCC were to be informed accordingly.
The following application had been granted by PCNPA:
Additional bedroom, bathroom, utility and detached garage at Fernhill, Whitehill.
REPORT BY COUNTY COUNCILLOR

County Clr. Neale had met PCSO Simon Lewis and was planning to ask him to attend the Luncheon Club on a regular basis. He had suggested that PCSO Lewis attend the next community council meeting on October 9 and, following discussion, this was agreed.
County Clr. Neale had met with Brian Maddox from PCC and had driven through the villages in the parish along with Clr. Blayney. A number of areas for enhancement, improvement and maintenance issues were highlighted, including road markings at Carew Newton and Milton bridge. Following a meeting on September 232, Mr. Maddox would be in contact with Clr. Neale informing him then of which on the list would be proceeded with.
County Clr. Neale had also set up a small environmental group in Carew village in order to attend to tidying up and minor maintenance issues. If anyone wishes to join this group - any age welcome - please contact David Neale. Furthermore, if anyone is interested in a group in Redberth, Sageston, Milton, Whitehill, West Williamston, he would also be very pleased to hear from you.
The National Park and Welsh Water had met again regarding the footpath at Milton. New fences had been erected.
Hedge topping at the old tennis courts had been completed.
PARISH MATTERS
The vehicle access gates at Milton play area were hanging off. The clerk was to contact the county council to attend to this.
