Eight councillors attended the February meeting of Carew Community Council. There were three apologies and one member of the public in attendance. Minutes of the meeting held in January were signed and all present agreed that they be passed as a true record.
MATTERS ARISING
Blocked ditches and drains in Carew Newton: This matter was to be dealt with by the area maintenance team. Rubbish at layby in Redberth: This was to be dealt with by the fly-tipping department. Letter from head of highways department, Pembrokeshire County Council, regarding Carew Bridge: Discussion ensued on the contents of the letter and the options for traffic management which included amongst others, traffic signals. It was felt that the way forward was to organise a site meeting with the steering group set-up to look at the provision of a secondary footbridge. Footway/cycle path from Milton roundabout to Carew Cross: County Councillor Neale reported on discussions he had had regarding this. Housing census: Following discussion on the questions and layout of the census, it was agreed that the rural housing enabler should be congratulated on the very clear format. The only alteration would be for the form to state Carew Parish rather than just Carew. The clerk informed the council that a postage charge would be incurred and the different ways in which the census could be distributed. It was proposed and seconded that council proceed with the census in order to establish a need for affordable housing for local people. It was further agreed that the rural housing enabler distribute the census.
PLANNING
A letter from the principal development control officer, Pembrokeshire County Council, was received in answer to the community council's letter of October 2006 regarding land at Runway Lodge. Considerable discussion ensued, along with scrutiny of the proposed detailed plans that had been submitted. The member of the public in attendance had sent an email to the community council which was read out and its contents noted. He was asked for his observations, and following his submission, the chairman thanked him for attending and he left the meeting. It was proposed and seconded that eight points be communicated to the principal development control officer and the planning department. Porch, utility room, Crossmead, Lawrenny Road - application withdrawn. Extension to 1 Branders Park - refused by Pembrokeshire County Council. Extension to dwelling, Barn 8, Pincheston Farm, Sageston - there were no adverse comments or objections. New vehicle access, 30 Kesteven Court - no adverse comments or objections. The chairman informed the meeting that it had come to light that building/construction work had taken place at 44 Hop Gardens and, as a result, the enforcement department had been asked to investigate further. Freestone Meadow - new appeal date, March 6, at PCNPA Headquarters , Llanion, Pembroke Dock. Four letters were received from PCNPA, including one which stated the proposed 'erection of structure for residential use and installation of a septic tank.' All present agreed that in all the dealings and correspondence that had been received regarding this, there was no mention of a planning application for such a structure. PCNPA were to be contacted urgently regarding this. A representative from the community council was to attend the appeal/public inquiry.
ANY OTHER BUSINESS
Kerbside Recycling (Orange Bag Scheme): A letter from the county council stated that this scheme would start around June 2007. It was noted that the annual allocation of black bags would be reduced in quantity in advance of packs of the orange bags which would be delivered in May. The community council were pleased to note the anticipated start date for home recycling in the parish. Milton Marsh Nature Walk: Further discussion ensued regarding this matter and the county councillor was to obtain clarification in writing from Welsh Water and report back. Pavement sweepers: These had been in operation at Carew Park estate, and in places at the entrance to the estate, the tarmac had been taken off the pavement. This was felt to be a health and safety issue. The clerk was to contact PCC regarding this. Litter clearing: This was needed from the 30mph sign in Redberth up to the junction of the bypass, including the layby. Trunk Roads Agency: The clerk had been contacted by the agency regarding the roundabouts at Milton and Sageston. Notes of this conversation were to be circulated. Footpaths: The county councillor informed the meeting that footpaths in the parish were due for opening shortly. Christmas tree: Inquiries were to be made regarding the cost effectiveness of purchasing a permanent planted Christmas tree. Senedd trip: The community council trip to the Senedd in Cardiff was provisionally booked for March 15. The clerk was to look at obtaining a minibus for this trip. Next meeting: The next council meeting is on Thursday, March 8, at 7 pm.
