A recent meeting of Carew Community Council was attended by nine members, plus the county councillor and began with the chairman reading out a letter from the project officer of the 'Changing Times' project, thanking the VE Anniversary Celebrations Committee for inviting her to the recent events in Carew to mark the 60th anniversary of VE Day. The chairman thanked all for taking part, with a special vote of thanks to Clr. Lloyd. The chairman thanked all for their support in her year as chairman. With no other nominations received , Clr. Marina Griffiths was voted in for a further term. Nominations were considered for vice-chairman. A ballot was taken. Duly elected by a vote of 6-4 was Clr. Andrew Blayney.
MATTERS ARISING
Signs: An email was received from the senior maintenance engineer (south) informing the council that the village signs had been ordered and would be erected shortly. Certificate: A communication regarding a Certificate of Lawfulness for a caravan at Freestone Meadow was received from PCNPA . Street naming at Sageston: Discussion ensued on the feasibility of street/road naming at Sageston from Ashleigh House through to the end of the detrunked road ending at Runway Lodge. A letter from Pembrokeshire County Council setting out the criteria for this was read out and the specific requirements were as follows: 1. The agreement of the local county councillor and the Royal Mail. 2. The support of two-thirds of the residents of the street (there are 19 properties affected), and evidence of this. 3. Two postcodes were affected – SA8SG and SA8SQ. 4. Informing local service suppliers, ie. gas, electricity, water, council tax and elections departments. 5. Residents would need to contact their banks and building society of the street name and postcode, and be advised to file a copy of the letter of change with their deeds. It was agreed, in the first instance, to ask why a change in postcode would be needed. The views on the residents of the area would be canvassed by the local community councillor who would report back to the next meeting. Milton Playing Fields: Correspondence was received from Welsh Water and Chartered Surveyors, Rees, Richards and Partners, regarding a proposed scheme to satisfy the current legislation imposed by the Environment Agency on the outfall consents at both Milton and Sageston. It was proposed to lay two piles along the edge of the play area in Milton. Following discussion, it was agreed to request a site meeting to further discuss the aforementioned and to obtain further information.
PLANNING
The following were noted: construction of one (dormer type) house with car parking spaces at Hillside, Sageston (refused by PCC); extension at24 Bartletts Well Road, Sageston (granted by PCC); change of use of hotel to nine self-contained units and outbuildings at five units, Milton Manor, Milton (granted by PCC); extension to include photographic studio, Carisbrook, Lawrenny Road, Cresselly (granted by PCNPA). The following planning applications were considered: PCNPA - amendment to approval, conversion of garage to dwelling at Carew-Newton House (no objections); PCC - extension to dwelling, 14 Kesteven Court, Carew (no objections); PCC - alterations and extension to Porth Cottage, Redberth (no objections); PCNPA - extension and alterations to Old Smithy Cottage, Carew Newton (comments were that it was hoped that the perennial problem of road drainage issues in this area would be taken into consideration with this development.)
CORRESPONDENCE
Notice was received of traffic restrictions to various roads within the county due to surface dressing works. Relevant to Carew were as follows: Milton A477 to Cosheston; Glom Farm - Milton; Carew Cheriton Road; End 30mph Carew - Sageston; Carew - end 30mph; Whitehill A4075 to Pencoed. A letter was received from Pembroke Dock Police Station, Community Safety Department, detailing free home security for vulnerable people. The Pembrokeshire Community Safety Partnership would supply and fit home security equipment free of charge to older (over 60) residents who are vulnerable (eg. living alone) and to those residents who were disabled. The home security equipment available was door and window locks, door chains and spy holes. The service was linked to the Bobby Van Scheme and a fully trained carpenter employed by PCSP carried out the work. Following discussion, it was agreed that a list of those residents in Carew who were eligible would be compiled and their permission to inclusion on the final entry to PCSP sought. The same list would also be sent to Dyfed Fire Service with regard to fitting smoke alarms etc. It was agreed to ascertain from the council council whether this scheme was permitted in council-owned properties. Further enquiries were to be made to ascertain the process for acquiring a Community Bus for Carew. A letter from the Society of Local Council Clerks was received regarding a project identifying case studies of exciting projects where councils had played a key role. Examples to be communicated back to the society were the Control Tower Restoration Association, VE 60th Anniversary Celebrations, Oral History Project. A letter and brochures were received regarding the 200th anniversary of the battle of Trafalgar, Friday, October 21 -Sunday, October 23. Interest was expressed in this and it was agreed to request further brochures and discuss further at next meeting.
REQUEST FOR DONATIONS
Following consideration on the list of request for donations received, it was agreed to donate £50 each to Bobby Van Scheme and the Air Ambulance.
REPORT ON VE ANNIVERSARY CELEBRATIONS
Clr. Lloyd informed the meeting that the raffle had raised £200 for SSAAFA and the Sunday collection £306.52, which was to be forwarded to the British Legion Benevolent fund. After all outgoings, the surplus was £142.67, and it was unanimously agreed that this be donated to the Control Tower Restoration Association for the kind use of the Control Tower.
ANY OTHER BUSINESS
The following reports were received from the county councillor: School Early Years scheme: This was a scheme to integrate nursery/playschool children into school. The chairman was to make further inquiries with the playschool leader and hall committee regarding use of the hall and report back to next meeting. Catering van at Carew Cheriton. Milton roundabout, disabled crossing and extending the footpath into Carew: Further inquiries were to be made to the head of highways and construction and transport and environment departments at County Hall, regarding this, in particular stressing the need for a safe route to the school and cycle/walkway purposes. Public Rights of Way developments: The community council supported the opening of the footpaths and were to write to County Hall expressing this. MUGAs: The county councillor was to arrange a meeting with the relevant department at County Hall to move this forward and for representatives from the Sports Club to be invited. Progress made regarding erection of a gate at Milton Walk was discussed. Calls for the repair of a pothole at the entrance to recreation field car park were made. It was also reported that the stone walls at Milton roundabout had been repaired, but it was agreed to contact the construction firm regarding further maintenance. Widening road at Carew Cheriton Cemetery: In the light of the congestion after the recent VE celebrations, it was agreed to write again asking the county council to reconsider. Hedge opposite the highway at Milton was to be included in the strimming programme. The condition of the detrunked road at Sageston was discussed and it was agreed to contact PCC regarding the footpath through Sageston. Parking at junction in Sageston was obscuring the Give Way sign. Calls were made for the eradication of weeds in the road at Carew Park. Grass cutting by the school from the engineering works to the end of Birds Lane was to be included in the regular Carew grass programme. Further inquiries regarding funding for community notice boards were to be made. Carew Bridge: It was agreed to contact the traffic manager with the community council's concerns regarding the recent road improvements at Carew Bridge. Water on the road at Stephens Green which missed the drains and ditches and pools at the end of the hill was discussed. The next meeting will be on Thursday, June 8, at 7.30 pm.
