Among those present at the recent monthly meeting of Carew Community Council were Mr. Brian Class, Environment Agency; Mrs. Diane Turbervill, pollutions officer, Pembrokeshire County Council; Mr. Ged Davies, Environment Agency; and Mr. Peter Everall, Agrisol. They had been invited to answer councillors' queries and concerns with regard to the use of recycled biosolids as fertiliser in fields in the Carew parish. Concerns had been expressed on numerous occasions about the bad odour. Each of the invited guests gave a brief outline of their roles in the monitoring and application and the Government regulations that control the use the sludge. Concerns were also expressed about its usage in close proximity to built-up areas and the school. Following discussions, it was agreed that the concerns regarding the odour would be taken on board and now that the drying and processing plant in Port Talbot was back on line, it was hoped that further problems woul be avoided. Also, greater blocks of land had had the sludge applied and this had led to a greater degree of odour. With regard to built-up areas and the school, the council's concerns were noted and measures put in place to spread the slurry outside school term. Councillors also heard how testing and monitoring of soil was effected. It was agreed that good channels of communication had now been established with the various bodies and liaison and feedback could now take place. Clr. Griffiths thanked the guests for their time.

MATTERS ARISING

The audit had now been concluded and a notice posted on the Nnotice board to this effect. A letter was received from Nick Ainger MP regarding Carew Bridge Study. Following discussion of its contents and a recent letter from John Price, traffic manager, regarding an island at the southern end of the bridge, it was agreed to write to NCPA and Mr. Price stating that this was not what was agreed and that this was only an interim measure and did not address the whole problem. The only answer was an alternative footbridge and to press for this. Also, the bridge did not have a pedestrian sign at either end and there was a danger of a serious accident. Land south of the Plough: It was agreed to write to the planning department regarding the provision of a play area for this development. Also to ask why on a planning application for 25 houses there was no inclusion of the same or discussion in relation to this or implementation of Policy 117 of JUDP.

Planning

Carew Quarry: Following discussion, it was felt that no further comments or observations were needed and the council would await the outcome of the meeting on October 20, where Pembrokeshire County Council would discuss this matter. A tree preservation order at Cresswell Quay hads been confirmed and made permanent. Consent for new signage and lettering at W. P. Lewis, Greenfield Garage, was received from the county council. The following planning applications were considered: Construction of house (dormer type) with car parking spaces at Hillside, Sageston - Clr. Thomas declared an interest and took no part in the discussion. Utility room and bedroom extension to existing bungalow, 2 Hop Gardens Road, Carew Park - no objections.

A request was received for a donation towards the upkeep of St. Mary's Church, Carew Cheriton. It was proposed by Clr. Brock MBE and seconded by Clr. Thomas that a sum of £200 be donated. Letters and e-mails were received on various highway issues, including a sunken manhole near Carew recreation park, which would be dealt with by the area maintenance manager (south). Obstruction of road signs at Birds Lane: The county council felt this was a police issue and the clerk confirmed that Dyfed Powys Police had been informed and an officer had been assigned to the task. Letters were received from Roger Barret-Evans and Nick Ainger MP in support of retaining the payphone at West Williamston. Notification was received concerning a licensing amendment for Carew Inn to include two additional named licensees.

ANY OTHER BUSINESS

Clr. Blayney was thanked for his work painting the Flemish Chimney and he offered to help paint the railings on the War Memorial. Clr. Brock and Clr. Blayney were to liaise about this. The street light on the path opposite Sageston Hall was not working. A letter was to be sent to Clr. George Davies welcoming him home from hospital and wishing him a continued recovery. Signage and road markings at the junction of Birds Lane needed urgent attention, when footpaths and lights through Sageston were continued. County Councillor David Neale informed the meeting of various issues that he had dealings with, including enforcement notices at Teagues cross and the detrunked A477; antisocial behaviour; and a hedgerow regulation meeting. The fence by the play area in Carew, near the recycling bins, was broken and NCPA were to be contacted regarding this. There was also a pothole in same area. Hedges near the War Memorial were to be trimmed back in time for Armistice Day. Clr. Lloyd reported on a recent meeting of Carew Community Association. Councillors were pleased to learn that £41,500 had been granted by the National Heritage Lottery fund for the Oral History Project entitled 'Changing Face of Carew'. There would be a 'Carey Evening' in the Memorial Hall on Wednesday, November 24, at 7.30 pm, and anyone wishing to be involved is welcome to attend.
