Joanne Gossage from the architects, Wardell-Armstrong was due to attend the November meeting of Carew Community Council to discuss the Carew Footbridge Scheme, but had to cancel at the last minute.

Ms Gossage had, however, sent detailed plans to the council for discussion.

Following discussion, it was recommended that the Pembrokeshire Coast National Parks Authority be advised of the council's firm commitment to the scheme and to recommend to the NCPA that the intermediate recommendations be proceeded with.

These include traffic management measures on the bridge, including a raised footpath and bollards to protect pedestrians. Due to the raising of the footpath above the road, a rail on the bridge would need to be considered for additional safety.

The council were grateful for the efforts and unyielding support of the Pembrokeshire Coast National Park Authority. The council were, however, keen to pursue the scheme for the provision of a separate footbridge, from the safety aspect and for the large amount of visitors to the area to be able to enjoy the view of the castle and surrounding countryside.

MATTERS ARISING

FROM THE MINUTES

A letter was received from Pembrokeshire County Council advising of the proposal for a 30mph speed limit in Whitehill.

A letter was also received from PCC regarding an extension of the cycle path from Milton to Carew village.

The clerk was to write to John Russell, of Carew Estates, asking for the dedication of a strip of land up to the Carew Castle car park. Councillors felt that this cycle path extension would prove of great benefit to the community and address public safety issues.

A letter was received from PCC regarding the blocked ditch/drain at Church Hill, Redberth. It was reported that the ditches had now been dug out. However, the matter would be kept under surveillance and any change reported back to the community council.

A letter was received from the enforcement officer for PCC regarding buildings at Little Sageston Mountain, stating amendments had been granted. The clerk was to write to ask for sight of these amendments and date of the granting of same.

A letter was received from the environmental health officer for PCC regarding dog fouling at Sageston School. Following discussion, it was felt that public awareness and any evidence of dog fouling would be appreciated by the community council in this regard. A copy of this letter had been sent to Mrs. Morris, headteacher, Sageston school.

GRAVEYARD AT

CAREW NEWTON

A letter was read out from the solicitors acting for the community council in the acquisition of the graveyard at Carew Newton. The chairman was to contact Mrs. Doreen Hughes to ask for her help with a declaration required by the Land Registry.

Pending the completion of the transaction, it was agreed that the council would need to know more on the procedures for burials and the clerk would ascertain these via PALC and local undertakers.

Acorn Garden Services had been asked to provide a quotation for the clearance of the overgrowth on the site.

PLANNING

Proposed extension to workshop at Bartletts Engineering - a letter was received, but no plans. The clerk was to obtain plans for further discussion.

Conservatory at Eidelweiss, Sageston - passed by PCC.

Improvement works and amendment to rendering, Oratory, St. Mary's Cheriton - no comments from the community council.

CORRESPONDENCE

A letter was received from the Dyfed Powys Police Authority regarding their Policing Plan. The council considered this questionnaire and the clerk would complete the form highlighting priorities for policing as: a) more foot patrols; b) interaction with community organisations; c) return of local village police houses.

ANY OTHER BUSINESS

Clr. Squirrell provided the meeting with a letter from Redberth Church committee attaching a list of repair works carried out by the church committee so far and asking for a donation towards further repairs.

It was proposed by Clr. Brock and seconded by Clr. Lloyd that £200 be donated. All present agreed.

The council was concerned to learn about broken panes in a conservatory at Carew Park caused by vandals. It was agreed to ask the Police to visit the area on a regular basis. The Police would also be made aware of other activities reported that were of concern.

Clr. Neale asked for the sign at Freestone Cross to be replaced as it had previously been assessed and was considered to be beyond repair.

Clr. Thomas informed the meeting that there was £320 left over from the Carew Jubilee Committee. It was proposed by Clr. Brock and seconded by Clr. Blayney that this be put into a deposit account in the names of Clr. Vanessa Thomas and John Benniman for use at a future village event.

The meeting was informed that there was a great deal of rubbish being dumped at the now defunct road from Birds Lane to Carew Cheriton. There were fences down and a big mound of earth left. This fly-tipping had made the area unsightly and it was agreed that the clerk write to Nuttalls Construction to clear it up.

Clr. Davies informed the meeting that Mr. Bert Griffiths, of Hillside, Pisgah Hill, Cresselly, was still using sandbags to protect his property from flooding during periods of heavy rain, despite assurances that the leaves would be removed from the ditch adjacent to his property. The clerk was to write to PCC regarding this.

Councillors were pleased to congratulate Clr. George Davies on his recent 80th birthday.

Clr. Brock informed the meeting that despite the Appeal Form for Common Land being sent regarding the village pump at Milton, the appeal arrived after the end of deadline and therefore no further action would be taken on it.

The council was pleased to hear that the Historical Society in Carew had been asked to take part in a scheme led by the Pembrokeshire Coast National Park Authority. This entailed the production of a CD on Carew, its dialect and people. The Historical Society meeting on Monday, January 5, in Carew Memorial Hall, at 7.30 pm, would hear more about this exciting scheme. All organisations and individuals with an interest in the parish are invited and welcome to participate.
