Among matters considered and discussed at the monthly meeting of Carew Community Council were the following:

MATTERS ARISING

Complaints: A letter was received from the Environment Agency regarding muck spreading in the vicinity of Llandegwynett Farm, stating that various complaints had been received and that these were being investigated.

Play areas: A letter was received from Nick Ainger regarding county council play areas and the proposed plan to ask community councils to take responsibility for them.

Mr. Norman Parry gave a resume of Pembrokeshire County Council's position and his opposition to this and support for the community council. He also outlined that the Welsh Assembly would be putting forward a document on recreation and funding.

He also pointed out that PCC would be looking to providing insurance cover for community and town councils taking over responsibility for play and soft areas. Training by PCC for community and town councils to inspect their own play areas would also be given.

Mr. Parry anticipated that PCC would be looking to hand over responsibility for play areas in April 2004.

The clerk was to write to the county council's chief executive on the matter.

Correspondence

Donation: A letter was received from the secretary of Carew Welfare Committee. It was agreed that a donation of £200 be sent as contribution to the Senior Citizens Christmas Luncheon.

Rent: A letter was received from Carew Cricket and Football Club, enclosing £400 towards field rent.

Play equipment: A letter was received from Sutcliffe Play regarding design, supply and installation of play equipment. This was to be passed to Clr. Rowena Lloyd with particular regard to the Skateboard Park.

Dog fouling: A letter was received from the headteacher at Sageston CP School regarding dog fouling on the school playing field. It was unanimously agreed that the dog warden be contacted and a letter also be written to the environment health department at the county council.

PLANNING

Domestic garage/attic store at 1 Cromwell Drive, Redberth (regularise variations) - No comments.

Construction of porch/carport at 9 Picton Terrace, Carew.

The following were also received, permission having been granted by the National Park Authority:

Renovation and extension to No 2 Carew Mountain, Lawrenny Road, Cresselly; Car park for use by quarry employees at Carew Quarry; Extension to Norgans Cottage, The Old Orchard, Carew Newton; Extension to Sunnyside, Carew Lane, Cresselly; Residential annexe, Carding Mill Bungalow, Milton Bridge Caravan Park, Milton; Conversion of existing ground floor workshops to living room and kitchen at The Stables, The Granary, West Williamston.

Hall payment: It was agreed that payment be made to Carew Memorial Hall committee for six Luncheon Club meetings and three Community Council meetings.

Chairman's allowance: Due to various reasons, it had come to light that there was an amount owing to the previous chairman of £60 and this was passed for payment.

The present chairman's half-yearly allowance of £30 was also passed for payment.

ANY OTHER BUSINESS

Cycle path: Following a meeting of Carew Parish Community Association, a request was made that the clerk write to PCC regarding the continuation of the cycle path at Milton into Carew Village.

Paddock walk: A letter was to be written to the Environment Agency regarding the condition of the stream along the Paddock walk.

Speed limits: Mr. Parry was asked about the speed limits at Whitehill and Redberth and he confirmed that both of these had been actioned by PCC and that he would meet with the Police on site regarding these matters.

Post Code variations: This matter was now been satisfactorily rectified and PCC had been contacted regarding this by Clr. Neale.

Butts Lane, Carew: Clr. Marriott confirmed that he had contacted Mr. Huw Marriott via the PCC Hotline regarding the trees overhanging the lane.

Roaming dogs: The clerk was to write to the dog warden regarding dogs roaming loose, causing a nuisance and dog fouling at Carew Newton.

Cemetery: Following discussion, it was agreed that as the community council were now the owners of the cemetery at Carew Newton, there were matters that needed to be dealt with. In particular, the documenting of the graves in the cemetery, advice on running the cemetery and the rules and regulations. It was agreed to contact Mr. Elcock at PALC for advice.

Skateboard Park: Clr. Lloyd stated that the Skateboard Park was discussed at the Carew Parish Community Association. It was felt that funds/grants could be applied for through this association.

Rating system: Clr. Parry informed the meeting of the change in the rating system that was being implemented.

This was due to the Welsh Assembly introducing a new system. It was anticipated that a substantial rise in council rates was imminent because of the change in banding, with a corresponding increase in water rates as a result of this.

It was agreed that Clr. Parry should keep the community council informed of future developments.

Next meeting: The meeting of the community council on November 13 will start at 7 am. Joanne Gossage will give a presentation on the options for the bridge crossing at Carew.
