Caldey Island is to maintain its independence.
The decision was made by Pembrokeshire County Council's cabinet on Monday morning.
It comes following a periodic electoral review.
Clr. John Davies, leader of the council, said afterwards: "We recognise the uniqueness of the community of Caldey and we support the overwhelming wish of residents to follow their 450-year tradition and maintain their independence.
"We will therefore be recommending to the Boundary Commission that the proposal to merge Caldey Island with Tenby Town Community as part of Tenby South Ward does not go ahead."
