A Constable with Dyfed-Powys Police has been dismissed with immediate effect following a public misconduct hearing.

PC Rhodri Davies was dismissed from Dyfed-Powys Police following the hearing which took place from Monday (October 19) to Thursday (October 22) at the force Headquarters in Llangunnor, chaired by the force’s Misconduct Hearing chair, Mr Ian Arundale. PC Davies, while based in Llanelli, faced allegations that he pursued a sexual and emotional relationship with ‘Witness A’, a serving police officer, who he knew or suspected to be a victim of domestic abuse. It was alleged that ‘Witness A’ was subjected to unwanted sexualised conduct.

Additional allegations concerned PC Davies’ conduct when taking a witness statement in October 2023 from ‘Witness B’ regarding a supermarket shoplifting incident. He was alleged to have made inappropriate comments and saved the witnesses’ mobile number on his personal device to pursue a sexual and/or emotional relationship.

The panel found that the allegations against PC Davies were proven, and that he had as such breached Standards of Professional Behaviour with regards to Honesty & Integrity, Confidentiality, Authority Respect & Courtesy, Equality & Diversity and Discreditable Conduct, amounting to gross misconduct.

The panel concluded that former PC Davies should be immediately dismissed from the force and will now be added to the College of Policing Barred List, which will prevent him re-entering the police service.

Following the outcome of the hearing, Deputy Chief Constable Gemma Morris, the Appropriate Authority for complaints and misconduct in Dyfed-Powys Police, said: “At Dyfed-Powys Police we expect the highest standards of professional behaviour from all our officers and staff, while both on and off duty.

“PC Rhodri Davies’ behaviour was wholly unacceptable. The panel found that the allegations against him were proven and he has been dismissed from the force.

“Dyfed-Powys Police is committed to robustly addressing any conduct that falls below the standards of integrity and professionalism expected of our officers and staff and will take appropriate action wherever misconduct is identified.

“I commend the witnesses for their bravery in reporting the behaviours of PC Davies, and for showing resilience throughout the misconduct process, including giving evidence at this week’s hearing”.
